This Request for Proposals (the “RFP”) is an invitation by the Cowichan Valley Regional District (the “CVRD”) to prospective proponents to submit non-binding proposals as the Group Insurance Provider.

The CVRD is seeking an experienced service provider(s) to insure and administer (i.e., claims adjudication services) the group benefits plan for the CVRD’s approximately 250 employees.

The CVRD is seeking an insurer(s) that has experience in underwriting similar size plans and specializes in providing these plans with high quality and cost-effective group insurance services.

More specifically, the CVRD is hoping to achieve the following objectives through this RFP:

• Competitive Costs
• Superior Service
• Proactive and Progressive Management of Disability Claims
• Reflective of the objectives above, the CVRD has established the following criteria for the selection of an insurer for its group benefits plans.
• Competitive premium and extended guarantee periods.
• Superior day-to-day provider service (teams and process) in the areas of client support, administration and claims processing.
• Proven success in Long Term Disability claims management and outcome measurement/reporting.
