Description

The Fraser Health Authority (FHA) is the largest of the province’s six health authorities, providing a full continuum of care services to more than 1.8 million people living in communities stretching from Burnaby to White Rock to Hope. Royal Columbian Hospital (RCH) is a regional hospital and provides a range of health care services including emergency, surgery, maternity care, cardiac, and mental health and substance use. RCH provides a number of highly specialized acute care services such as tertiary trauma, cardiac surgery, neurosurgery, interventional cardiology and thoracic surgery that often require the care of multiple medical specialists, multidisciplinary care teams and the use of specialized equipment and technology. RCH also provides unparalleled clinical learning opportunities for the clinical program and multiple nursing and allied health schools. RCH faces challenges such as consistent overcapacity, sub-optimal clinical space, and outdated infrastructure. To address these issues and meet future demands, FHA approved a long-term vision leading to the phased redevelopment of RCH shown in figure below. Phase One (completed in 2020) includes the new Mental Health and Substance Use Wellness Center, Energy Centre, and Campus Communication Hub. Phase Two (under construction) includes the new Acute Care Tower (ACT) and is scheduled for completion in the first half of 2025. It will provide 388 acute care beds and a new emergency department. Phase Three includes renovations and upgrades to the existing Health Care Centre, Columbia Tower, and Emergency Department buildings to accommodate the 27 clinical and support programs required for the additional ACT capacity. This work includes approximately 30,000 net sqm of renovations to the buildings and upgrades to the building systems. FHA plans to issue a request for proposals (RFP) targeting design firms with health care design and integrated, collaborative design experience. The scope of services will include:  Refinement of the functional program, including optimization across programs and asset utilization, through clinical and facilities maintenance stakeholder engagement  Schematic (block plans) and conceptual design (~20%)  Preliminary design (~30%)  Detailed design of early interim works to support ACT requirements on opening day  Option for detailed design (100% Construction Documents) and services during construction The RFP will outline the detailed scope, assumptions, construction budget, expected timeline, and the competitive selection process and will include information on the relevant work completed to date, such as needs assessment, functional requirements, growth projections, space program, architectural indicative design, engineering reports and design approach, and code reports. FHA intends to issue the RFP in the first week of February and expects that RFP will be open for 3 weeks from the date of issuance.
