Modification of the contract ex Article 172(3) b) of the Regulation (EU, Euratom) 2018/1046 of the European Parliament and of the Council of 18 July 2018.

Need for modification brought about by circumstances which a diligent contracting authority/entity could not foresee (Art. 43(1)(c) of Directive 2014/23/EU, Art. 72(1)(c) of Directive 2014/24/EU, Art. 89(1)(c) of Directive 2014/25/EU)
Description of the circumstances which rendered the modification necessary and explanation of the unforeseen nature of these circumstances:

Unforeseeable and intertwined events, on which the contracting authority had neither control nor influence, before FWC end date on 26 January 2024:

(a) three new contributing Member States joined the project,

(b) the current conflict in Ukraine which, in turn, led contributing Member States to a sudden and continuous increase of the consumption rate of renewals of the service and other needs,

(c) the continuation of the current crisis in the semiconductors industry, which keeps costs of services and equipment on a growing curve.
