VII.2)Information about modifications
VII.2.1)Description of the modifications
Nature and extent of the modifications (with indication of possible earlier changes to the contract):
Das BMI ist zum Betrieb eines Lokalisierungsdienstes zur Verarbeitung von AML gem. § 122 TKG 2021 gesetzlich verpflichtet. Daraus ergibt sich die Notwendigkeit, eine Überbrückungslösung bereitzustellen (in weiterer Folge „LIS-Übergangslösung“ genannt), welche die Zeitspanne von 15 Monaten (+12 Monate Verlängerungsoption) bis zur Inbetriebnahme des bereits beauftragten LIS abdeckt. Diese LIS-Übergangslösung soll auch als Pilotbetrieb für die Inbetriebnahme, der zu einem späteren Zeitpunkt durch das BMI betriebenen LIS, dienen und wertvolle Erfahrungen für den zukünftigen Betrieb ermöglichen.

Description of the economic or technical reasons and the inconvenience or duplication of cost preventing a change of contractor:
Zum Vorliegen aller Voraussetzungen der Ziffer 5 des § 365 Abs 3 BVergG 2018 ist auszuführen, dass die LIS-Übergangslösung in der Gesamtbetrachtung des ursprünglichen Auftrags der Beschaffung eines umfassenden Einsatzleit- und Kommunikationssystems bloß eine zusätzliche Leistung darstellt, die nur im Gesamtsystem betrieben werden können. Die Anpassung von ELKOS ist weiters erforderlich, weil dies zur Erreichung des ursprünglichen Beschaffungsziels – eines umfassenden Einsatzleit- und Kommunikationssystems –notwendig ist.
