         Der Auftraggeber hat ein einstufiges Verfahren mit Verhandlungsoption gemäß § 151 Abs 3 BVergG 2018 im Unterschwellenbereich gewählt. Die Gemeinde Bad Gleichenberg sucht einen Vertragspartner, mit dem sie den Vertrag über die Leistungen der "Community Nurse" abschließt. Aus Sicht der Auftraggeberin ist es sehr wichtig, dass die Leistungen vorrangig von einzelnen Personen erbracht werden, weil das Leistungsbild der Community Nurse von einem besonderen Vertrauensverhältnis zur Bevölkerung geprägt ist und daher eine gewisse Kontinuität gewahrt werden muss. Die Besonderheit von Community Nursing stellt die starke Gemeindeorientierung dar. Durch die gemeindenahe Ansiedelung der Community Nurses können die verschiedenen Leistungen äußerst niederschwellig angeboten und in der Folge auch Bevölkerungsgruppen erreicht werden, die durch andere Angebote nicht lückenlos abgedeckt werden.
