II.2.4)Description of the procurement at the time of conclusion of the contract:

Laufende Veränderungen und Erneuerungen im Bereich der Pensionsversicherungsanstalt (PVA) steigern und verändern die Anforderungen sowohl an das Personal als auch an die technische Infrastruktur.

Um den Anforderungen des täglichen Arbeitsalltags gerecht werden zu können, ist die Installierung einer Multiprojektmanagement-Software unumgänglich, welche es den MitarbeiterInnen ermöglicht, das vorhandene Qualifikationsniveau zu halten und im besten Fall zu steigern.

Das Hauptziel beim Einsatz dieser Software ist eine intuitive Basis für alle Projektbeteiligte zu geben, welche die Projektplanung, das Projektcontrolling, das Berichtswesen, ein Portfoliomanagement sowie ein Risikomanagement vereinbart und von allen Beteiligten in nur einer Software rollenspezifisch eingesehen bzw. bearbeitet werden kann.

Es handelt sich hierbei um einen mit unbefristeter Laufzeit ausgeschriebenen Leistungsumfang (KEINE Rahmenvereinbarung!).Da zwangsläufig in diesem Formular eine "Laufzeit" angeführt werden muss, wurden 48 Monate (für die Berechnung der Schätzkosten bei unbefristeten Verträgen lt. BVergG 2018 maßgeblich) angegeben, welche jedoch nicht der tatsächlichen Laufzeit, die ja unbefristet ist, entspricht.

VII.1.4)Description of the procurement:

Als Plattform für die Projektplanung in der Pensionsversicherungsanstalt (PVA) wurde nach einem Ausschreibungsverfahren das Produkt "Planforge" angeschafft. Es war geplant eine Schnittstelle zum vorhandene Tool "ADOM" (Aufwandserfassung der Miatarbeiter*innen) herzustellen. Da jedoch die Möglichkeit besteht, die Aufwandserfassung direkt in "Planforge" abzuwickeln, wurde aus wirtschaftlichen Gründen die Schnittstellenentwicklung und somit das bestehende Tool "ADOM" samt Wartung eingestellt und und die notwendigen 350 Buchungslizenzen (Cloud Subscription) bis 30.04.2027 für die Anwendung über "Planforge" vom ursprünglichen Lieferanten im Wege eines Verhandlungsverfahrens gemäß § 36 Abs. 1 Z 3 BVergG 2018 im Rahmen einer Vertragsänderung bzw. Erweiterung gemäß § 365 Abs. 3 Z 5 BVergG 2018 angeschafft.
