         Ziel des gegenständlichen Vergabeverfahrens ist der Abschluss einer Rahmenvereinbarung mit den drei nach dem Zuschlagsschema bestgereihten Unternehmen zur Lieferung von Nutzungs-Lizenzen und Implementierung und Konfiguration einer Kollaborativen Verfahrensplattform basierend auf einer Low-Code-Plattform samt Wartung und Weiterentwicklung sowie Erbringung von Expert Services. Der erste Abruf wird voraussichtlich eine Einreichplattform für AVG-Verfahren (EPA) umfassen. Die Menge der zu erbringenden Leistungen orientiert sich an den zu liefernden Nutzungs-Lizenzen für die internen User der AG und umfasst ca. 10.000 Nutzungs-Lizenzen. Mengenmäßig sind vom Leistungsgegenstand dieser Rahmenvereinbarung Mengenanpassungen von bis zu 100% über der in den Ausschreibungsunterlagen angeführten Schätzmenge umfasst.

         Auf das allfällige Erfordernis einer behördlichen Entscheidung für die Zulässigkeit der Ausübung einer Tätigkeit in Österreich sowie auf die Verpflichtung gemäß §§ 21 bzw. 194 des Bundesvergabegesetzes 2018 wird ausdrücklich hingewiesen. §§ 21 bzw. 194 des Bundesvergabegesetzes 2018 verpflichtet Bewerber oder Bieter, die im Gebiet einer anderen Vertragspartei des EWR-Abkommens oder in der Schweiz ansässig sind und die für die Ausübung einer Tätigkeit in Österreich eine behördliche Entscheidung betreffend ihre Berufsqualifikation einholen müssen, ein darauf gerichtetes Verfahren möglichst umgehend, jedenfalls aber vor Ablauf der Angebotsfrist einzuleiten.       Die Rahmenvereinbarung wird auf vier Jahre mit einer Option auf Verlängerung um zwei Jahre abgeschlossen. Diese Dauer wurde im Hinblick auf den Aufwand, die Einreichplattform für die Abwicklung voraussichtlich aller Verwaltungsverfahren der AG anzupassen, gewählt.
