Eligibility of Bidders:

The consultant’s requirements will be as follows:
• Two contracts experience of the similar size and complexity in the last 10 years. The similarity of the projects shall be based on the design of irrigation schemes with
command area of not less than 1,000 ha with either earth dams or barrages. In case of a joint venture, this requirement will apply to one of the members or to the two members with
at least one contract for each member.
• Having been involved in the design of earth dams of not less than 25 meters height.
• 10 years’ working experience in integrating climate change projections into simulations of stress tests for infrastructure planning and design (especially bottom-up
approaches as in “Confronting Climate Uncertainty in Water Resources Planning and Project Design: The Decision Tree Framework” available at https://elibrary.worldbank.org/doi/abs/10.1596/978-1-4648-0477-9).
• Having carried out 2 (two) projects internationally financed by multilaterals of the similar size and complexity in the last 10 years will be an advantage.
• Working experience in Portuguese speaking countries will be an advantage
• Having a certified quality management system.
• Experience in the preparation of bidding documents using FIDIC framework.
• Annual invoicing of more than 50 million US$ or not less than 100 employees.

REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES – FIRMS SELECTION)

Title: Design of the Rehabilitation of Sendi and Quimaia Dams, and Irrigation System – Quipungo, Huila

The Government of the Republic of Angola (GoA) has received financing from the World Bank and the French Agency of Development (AFD) toward the cost of the Climate
Resilience and Water Security in Angola-RECLIMA and intends to apply part of the proceeds to finance the Design of the Rehabilitation of Sendi and Quimaia Dams, and
Irrigation System in Quipungo, Huila Province.
The overall objective of this consultancy is to carry out detailed design for the rehabilitation of the Sendi and Quimaia’s dams and irrigation systems. In what concerns
the civil works, the following activities shall be included in the studies:
• Sendi dam and its appurtenant works.
• Sendi reservoir (possible need for dredging).
• Primary irrigation canal that starts at Sendi dam toe.
• Diversion weir downstream of the Sendi dam.
• Two primary irrigation channels that start at the weir.
• Quimaia Dam plus its spillway channel and successive weirs.
(1) Qimaia dam itself does not need to be rebuilt. But, still, some repairs and protections in its upstream and downstream slopes may be necessary.

The Financial and Contract Management Unit (FCMU-WB/AFDB) of the Ministry of Energy and Water (MINEA) now invites eligible consulting firms (“Consultants”) to indicate
their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant
experience to perform the Services.

Key Experts will not be evaluated at the shortlisting stage.
Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a
sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The establishment of the short-list and the selection procedure shall be in accordance with the World Bank’s “Selection Methods for Consultants” defined in the World
Bank’s “Procurement Regulations for IPF Borrowers” fourth edition November 2020 (“Procurement Regulations”). A Consultant will be selected in accordance with the
QCBS method set out in the Procurement Regulations.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the Procurement Regulations setting forth the World Bank’s policy on
conflict of interest.
