Assignment Title: Design and monitor the use of teacher guides and teacher training.

The Government of Angola has received financing from the World Bank toward the cost of the Girls Empowerment and Learning for All Project, and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include the designing and monitoring of the use of teacher guides and teacher training: To develop teacher"s guides with structured lesson plans, from 1st to 4th grade based on teaching programs and student manuals in Portuguese and Mathematics subjects (1st to 4th grade); To develop model materials according to the coach methodology for principals, pedagogical deputy-directors to support teachers in improving teaching.

The detailed Terms of Reference (TOR) for the assignment can be obtained at the address given below.

The Girls Empowerment and Learning for All Project/Ministry of Education now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: a) Proven experience of at least 5 years in the production of didactic-pedagogical material for technical courses, manuals for students, teachers and public managers; b) Proven experience of at least 5 years in the production of structured guides (lesson plans) for teachers with lesson plans for the public-school system, in developing countries with a context similar to that of Angola; c) Minimum experience of 5 years in providing teacher training in the public education network based on distance and face-to-face teaching; d) Of the experiences indicated in the previous items, at least one must have been carried out in Africa or developing countries with a similar context.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A Consultant will be selected in accordance with the Quality and Cost-Based Selection (QCBS) method set out in the Procurement Regulations.
