The Republic of Uzbekistan has applied for financing in the amount of US$ 200,0 million equivalent from the International Bank for Reconstruction and Development (IBRD) of the World Bank Group toward the cost of the Connectivity and Transport Sector Improvement Project (CTSIP), and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.

The project will include the 3 main components as follows:

1. Development of Road Sector, including:

• Reconstruction of the section km 1525-1622 (97 km) of M41 “Bishkek – Dushanbe – Termiz” highway, comprised 2 Lots;
• Project Management and Construction Supervision of Reconstruction of 97 km section of M41 highway;
• Reform and Further Development of the Road Sector, including Supporting Private Sector Participation in the Road Sector and Technical Assistance for Road Sector Reforms;
• Environmental and Social Impact Assessment for the Tashkent-Andijan Toll Road Construction Project;
• Hiring Consultant(s) to evaluate bid proposals and assist in dispute and arbitration procedures;
• Capacity Building for Road Sector;
• Financial Audit;

2. Development of Transport Sector, including:

• Development of a National Transport Strategy;

3. Development of Railway Sector, including:

• Organizational Restructuration of JSC “Uzbekistan Temir Yullari” and Development of Recommendations;
• Development of a Comprehensive Program to Modernize the Financial and Accounting System of JSC “Uzbekistan Temir Yullari”;
• Development of Tools to Promote Restructuring of JSC “Uzbekistan Temir Yullari”.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2025) (Procurement Regulations), and is open to all eligible firms and individuals as defined in the Procurement Regulations. After project negotiations, the World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.

Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website, the Committee for Roads website and Tenderweek.com web portal, and, as appropriate, on a newspaper of national circulation in the Borrower’s country.
