Assignment Title : Consultancy Services for Strategic Lao PDR Highways Infrastructure Development Plan and O&M Financing Framework

The Government of Lao Peoples Democratic Republic (GoL) has received financing support from the World Bank’s (WB) International Development Association (IDA) to implement the Southeast Asia Regional Economic Corridor and Connectivity (SEARECC) with a project duration of six (6) years starting from middle of year 2022.
The SEARECC aims to improve regional transport, logistics connectivity, and cross-border trade in selected economic corridors in Northern Lao PDR which are the main connections to the neighboring countries. The Project development objectives are to improve regional and domestic trade and climate resilient transport connectivity along an East-West corridor in Southeast Asia, and to provide immediate and effective response in case of an Eligible Crisis or Emergency. In particular, Sub-component 3.2 (i), refers to: Multimodal transport technical assistance; developing a multimodal transport framework, and developing regulations and guidelines to support strategic implementation. In this context, the Ministry of Public Works and Transport (MPWT) recently prepared the National Integrated Multimodal Transport Strategy, identifying 7 multimodal transport corridors, among others, to promote national economic growth through developed logistics systems and interoperable multimodal transport systems. Within this proposed project framework, the Department of Planning & Finance of MPWT intends to engage a suitably qualified and experienced consultant for the preparation of the Strategic Laos Highways Sustainable Infrastructure Development Plan, and an O&M framework, being technically and financially sustainable, serving the modal choices, improving the national freight logistics efficiency, and the national transport system’s competitiveness.
The consulting services (“the Services”) include prepare of the Strategic Lao PDR Highways Sustainable Infrastructure Development Plan and O&M Framework to identify the priority investments, the related funding needs and financing proposals, as well as related O&M Framework, including but not limited to: (i) Data Collection and Situation Analysis; (ii) Technical, Financial & Economic Analysis - Feasibility Study & Financing Mechanism; (iii) Demand Forecasting and Scenario Development (+Model); (iv) Evaluation of alternatives, Selection, Prioritization, Implementation Plan set-up; (v) Network Development Scheme & Investment Plan; (vi) Strategic Environmental and Social Assessment framework; (vii) National Road Financing Plan & the National Road O&M Framework; (viii) Toll infrastructure system options & related technical functional specifications; (ix) Stakeholders’ Engagement and Consultation (x) Implementation Plan, Legal and Institutional Framework; (xi) Capacity Building Plan. The SEARECC Project now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
- Criterion 1 (30%): At least 15 years of international professional experience in road sector studies, masterplans or strategies, project financing and advisory services to public authorities on transport policy, regulatory and institutional reforms, including private sector engagement policies/projects. Such experience in South/East Asia is an advantage;
- Criterion 2 (30%): At least 10 years of international experience in TA for transport sector, including transport infrastructure planning and development of implementation models and plans, planning & prioritisation tools and related services;
- Criterion 3 (25%): At least 5 similar assignments implemented in the past 10 years, related to preparation of road network development investment plans, and/or road funding frameworks, and tolling systems;
- Criterion 4 (15%): At least 5 years of relevant professional experience and provision of advisory services to public entities on transport policy, regulatory and institutional reforms, as well as on private sector engagement policies/projects.
The shortlist will contain 5 to 8 firms. Key Experts will not be evaluated at the shortlisting stage. Expressions of Interest (EOIs) shall be submitted in English. Failure to provide the required detail in their past projects’ data sheets shall be under full Consultant’s responsibility – there will be no clarifications carried out during evaluation. Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
A consulting firm will be selected under the method of quality and cost-based selection (QCBS) in accordance with the said WB Procurement Regulations.
