REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING FIRMS

Assignment Title: Consulting services for “Technoparks Reload”: diagnostic‑driven competency restructuring, individualized on‑site practicum on resident startups, and capstone demo day in regional technoparks.
Reference No.: MUNIS/CS/CQS/36.
The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan National Innovation System (MUNIS)” Project, and intends to apply part of the proceeds for Consulting services for “Technoparks Reload”: diagnostic‑driven competency restructuring, individualized on‑site practicum on resident startups, and capstone demo day in regional technoparks.
The Project Implementation Unit under the Agency for Innovative Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
REQUIRED QUALIFICATIONS AND FRAMEWORK FOR EVALUATION (EVALUATION CRITERIA)
The Consulting Firm will be selected in accordance with the Consulting Firm’s qualifications based selection (CQS) Methodology, according to the Bank’s “Procurement Regulations for IPF Borrowers” Procurement of Consulting Services is carried out in accordance with the Procurement Manual of Procurement Regulations for IPF Projects (2016) revised and updated September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org
To be selected Consultant Company shall meet the following qualification requirements:
The technical proposal shall meet the following requirements for methodology/work plan and key personnel. The following range of scores should be defined considering three sub-criteria and corresponding percentage weights:

Knowledge of Uzbekistan’s STI development policy agenda and regulatory framework. Relevant experience working with IFIs’ projects is highly desirable. Experience of work with projects financed by international donor organization – at least 3 projects. |
At least 10 years’ experience in R&D management, accelerator operations, venture investing, and startup launches; At least 5 years’ experience in preparing feasibility studies/business plans; Conducting market research, positioning clients in target sectors; Development and preparation of applications for financing; Internal competencies of company personnel in financial analysis, legal formalities, marketing; At least 3 years of experience in providing consulting at the country level, preparing reporting and analytical materials. |

International Consultant (25 score) |
Master’s degree in Science, Engineering, Business or Administration. Proven ability to develop good working relationships with groups and individuals from varied backgrounds, especially business managers and representatives from the private sector. Knowledge of English language is required. Knowledge of Uzbek and Russian language will be an advantage. |
Relevant experience working with innovation ecosystem projects is highly desirable. Knowledge of the rules, procedures, and regulations of IFIs such as the World Bank and past World Bank Group experience will be an advantage. Knowledge of the regulatory framework for industrial innovation, scientific and technical research and development, technology commercialization and science financing. Knowledge of global innovation trends. Expertise in developing and executing comprehensive marketing and promotional strategies to attract exhibitors, attendees, and media coverage. |
At least 10 years’ experience in R&D management, accelerator operations, venture investing, and startup launches; At least 5 years (lead / key expert) of experience in the design and implementation of complex projects and/or state programs. Extensive experience working in multicultural and international environments, demonstrating cultural sensitivity and adaptability. Experience in using project management tools and methodologies to ensure efficient planning, execution, and monitoring of exhibition-related activities. |

Local Consultant (15 score) |
Higher education in economics, finance, business administration, information technologies, natural and formal sciences. Proven skills in project management, teamwork, and business communication. Knowledge of Uzbek is required. Knowledge of English and Russian language will be an advantage. |
Knowledge of the regulatory framework for innovation, and research and development, technology and commercialization. Ability to provide actionable insights and recommendations for future improvements based on data-driven assessments. |
Experience in providing consulting at the country level, preparing reporting and analytical. At least two years of experience in implementing a similar project. Experience in interacting and communicating with companies and private sector. Experience in conducting thorough evaluations of exhibition outcomes and impacts, including attendee satisfaction, exhibitor success, and overall event effectiveness. |
To confirm the compliance of specialists/experts with the above requirements, a potential consulting firm will provide letters of recommendation or reviews or resumes of specialist/experts, copies of diplomas, certificates, and other documents confirming the professional qualifications of specialists/experts and their work experience, as well as copies of other documents, confirming work experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised
in February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
