REQUEST FOR EXPRESSIONS OF INTEREST FOR CONSULTING FIRMS

Assignment Title: Consultancy Services for the Development of an adaptive methodology for determining the level of technological readiness (TRL) in scientific and innovative activities of Uzbekistan.

Reference No.: MUNIS/CS/CQS/35.

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan National Innovation System (MUNIS)” Project, and intends to apply part of the proceeds for Consultancy Services for the Development of an adaptive methodology for determining the level of technological readiness (TRL) in scientific and innovative activities of Uzbekistan.

The Project Implementation Unit under the Agency for Innovative Development now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

REQUIRED QUALIFICATIONS AND FRAMEWORK FOR EVALUATION (EVALUATION CRITERIA)

The Consulting Firm will be selected in accordance with the Consulting Firm’s qualifications based selection (CQS) Methodology, according to the Bank’s “Procurement Regulations for IPF Borrowers” Procurement of Consulting Services is carried out in accordance with the Procurement Manual of Procurement Regulations for IPF Projects (2016) revised and updated September 2023 (“Procurement Regulations”), which can be found at the following website: www.worldbank.org

General Qualifications and Experience:

  • At least 5 years of experience in developing or adapting TRL or similar innovation assessment methodologies;
  • Minimum 3 years of work with research institutions, innovation agencies, or international organizations on research commercialization and innovation system development;
  • Proven track record in analytical research, policy design, monitoring and evaluation, and capacity building in the STI field;
  • Experience in at least 5 donor-funded projects (World Bank, UN, OSCE, EU, etc.);
  • Demonstrated ability to conduct expert consultations, public discussions, and stakeholder engagement;
  • Demonstrated institutional capacity to manage multi-disciplinary international teams, ensure quality assurance, and transfer knowledge and skills to local counterparts (capacity building);
  • Commitment to ensure knowledge transfer, training of AID staff, and development of methodological and institutional sustainability of the TRL system after project completion.
  • Compliance with international standards of ethical conduct, data protection, and transparency in consulting practices.
  • Proven track record in TRL or similar innovation assessment methodologies; experience in STI policy, research commercialization, and innovation system development; at least
    5 donor-funded projects.
  • Previous experience in Central Asia or CIS countries, especially in institutional reforms or STI system modernization;
  • Familiarity with national innovation and science policy context of Uzbekistan;
  • Access to a global network of TRL and innovation assessment experts;
  • Demonstrated ability to develop or integrate digital TRL tools (dashboards, monitoring systems, online evaluation modules)
  • Demonstrated ability to coordinate with national digital transformation initiatives and integrate TRL methodologies into government information systems.

The technical proposal shall meet the following requirements for methodology/work plan and key personnel. The following range of scores should be defined considering three sub-criteria and corresponding percentage weights:

  • Adequacy and quality of the proposed development methodology with a description of the system design of the entire project and an action plan in accordance with the terms of reference – 30 points.
  • Relevant experience and qualification of key personnel – 70 points.

The assignment is expected to be completed by a Consulting Firm composed of 5 employees: Consultant (1 person), Project Manager (1 person) and Assistants (3 people). The Consulting firm and the team members shall possess the following qualifications:

Project Manager

  • Master’s degree (preferably a scientific degree PhD or DSc) in management, economics, innovation policy, or related field.
  • At least 5 years of experience in managing international consulting or STI-related projects, preferably in developing or transition economies.
  • Demonstrated knowledge of TRL methodologies or international practices in research commercialization.
  • At least 5 years of experience in coordinating multidisciplinary teams and liaising with government, academia, and private sector stakeholders.
  • Strong project management, communication, and reporting skills.
  • Fluency in English and Russian is required. Knowledge of Uzbek is an advantage.

Consultant

  • Master’s degree in economics, management, innovation studies, or related discipline.
  • At least 5 years of experience in STI policy design and/or implementation in Central Asia or similar regions.
  • At least 3 years of experience in developing or adapting TRL or related methodologies.
  • Proven track record of preparing analytical reports, policy notes, and recommendations for government agencies.
  • At least 3 years of relevant experience in international institutions (UN, OSCE, World Bank, etc) projects, preferably foreign experience.
  • Knowledge of English and Russian languages is required. Knowledge of Uzbek language will be an advantage.

Assistant

  • Master’s degree in information systems, economics, engineering, management/public service management or relevant discipline;
  • Understanding the principles of project management and research commercialization;
  • Experience working with scientific projects;
  • At least 3 years of experience in the public sector in the field of science and innovation;
  • Experience working with international organizations or projects;
  • Ability to process and analyze large amounts of information;
  • Strong organizational and communication skills;
  • Understanding the principles of project management;
  • Fluency in Uzbek and Russian is required. Knowledge of English is an advantage.

To confirm the compliance of specialists/experts with the above requirements, a potential consulting firm will provide letters of recommendation or reviews or resumes of specialist/experts, copies of diplomas, certificates, and other documents confirming the professional qualifications of specialists/experts and their work experience, as well as copies of other documents, confirming work experience.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised
in February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
