Assignment Title: Consultancy Services for the Development of an Analytical System Dynamics Model for Innovation Output in Uzbekistan

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan’s National Innovation System” Project, and intends to apply part of the proceeds for consulting services.

The assignment objective

The objective of this proposed work is to support the Client in building its capability to effectively create models of the Uzbekistan’s NIS using system dynamics (SD) and simulate the impact of policy reforms, and other legislative interventions on the innovation activity in Uzbekistan. Specifically, it wants to in-house capability to:

• Develop a System Dynamics Model—Design and implement a model that captures key variables, feedback loops, and time delays in the innovation process, enabling scenario analysis and forecasting for evidence-based policy and strategic decision-making.

• Simulate Policy Scenarios—Model the effects of policy interventions, R&D investment, human capital, market trends, and other internal/external factors to assess their impact on R&D productivity, technology diffusion, human capital development, and private-sector innovation.

• Enable Decision-Support for National Leadership—Utilize the model for systems modeling and policy analysis, providing robust tools to assess and improve national innovation strategies.

The Modernizing Uzbekistan’s National Innovation System Project Implementation Unit under the now invites Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria:

• Excellent communication skills, both oral and written Fluency in English, both oral and written.
• At least master’s degree in public policy, science, and/or engineering and management from world’s leading universities.
• Completion of graduate-level coursework in system dynamics (mandatory); and experience in system dynamics modelling for at least three years.
• At least 15 years of experience, including international experience in the design and/or implementation of STM Projects; conducting innovation-related projects in other countries, with relevant expertise in strategy.
• Experience working with government, and the World Bank agencies, particularly on innovation, would be an advantage.
• Experience in the review and development of documents and reports in the sphere of research analytics and research and innovation development at institutional and/or national level.
• Knowledge and past experience in using public databases (for example, World Development Indicators, UNESCO UIS, and National Statistics of Uzbekistan (stat.uz)) to collect relevant data needed for modelling requirements. Knowledge, and understanding of the STI policy in Uzbekistan, as well as past experience in analysis of innovations indicators GII will be useful.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in February 2025) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
