Assignment Title: Recruitment of a Consulting Firm to Support Africa CDC in Implementing a Digital Health Observatory: Phase 2

The African Union has received financing from the World Bank toward the cost of the Africa Centres for Disease Control Support Program to Combat Current and Future Public Health Threats Project and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include designing, building, and operationalizing a flexible, modular, and scalable digital platform to support data-driven planning, maturity assessment, and regional coordination of digital health initiatives across African Union Member States. The platform will comply with Africa CDC’s Digital Transformation Strategy and AU data governance frameworks, ensuring interoperability with global health data standards. Core features include interactive dashboards, geospatial mapping, maturity self-assessment tools, and mechanisms for evidence-based planning and gap identification, all based on aggregated, non-sensitive data from validated sources and country inputs. The platform will support structured data input through self-assessments, manual entries, and API integrations, with adaptability to evolving stakeholder needs. Additionally, the project will deliver user guides, training materials, and technical documentation while assisting Africa CDC in establishing long-term governance and maintenance for sustainable platform operation.

The African CDC now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
Key Experts will not be evaluated at the shortlisting stage.
The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 Revised February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
Consultants may associate with other firms to enhance their qualifications, but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.
A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Procurement Regulations.
