Assignment Title: National Consultant – Support for Comprehensive Assessment of Budgeting and Public Investment Management Practices (Component 1)

The Republic of Uzbekistan has received financing from the Global Partnership for Education (GPE) through the World Bank toward the cost of the Uzbekistan Education System Capacity Building Project. The Ministry of Preschool and School Education of the Republic of Uzbekistan (“the Implementing Agency”) intends to apply part of the proceeds to hire an Individual Consultant to provide technical, operational, and contextual support for the comprehensive assessment of budgeting and public investment management practices under Component 1 of the Project.

The consultant will work closely with an international consultant and MoPSE’s Dedicated Team to provide local expertise, support stakeholder engagement, assist in workshops and trainings, conduct research and data validation, and contribute to diagnostic reports and recommendations, ensuring their relevance to Uzbekistan’s institutional context.

The Ministry of Preschool and School Education of the Republic of Uzbekistan now invites individual consultants to indicate their interest in providing the Services. Interested consultants must send a CV that provides information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). The qualification criteria are as follows:

• Advanced degree in Public Finance, Economics, Public Policy, or Education Sector Planning;
• At least 3 years of professional experience in Uzbekistan’s public sector, preferably in education finance or budgeting;
• Strong understanding of national budgeting cycles, investment planning, and institutional frameworks;
• Proven ability to coordinate with government stakeholders and organize events;
• Experience in research, data validation, and report drafting;
• Fluency in Uzbek and Russian; working proficiency in English;
• Strong organizational, communication, and teamwork skills.

Selected consultant will get a lump-sum contract with milestone payments for 13 weeks, aligned with the international expert’s work plan, expected to commence in September 2025.
