GENERAL PROCUREMENT NOTICE

The Turkish Electricity Transmission Company (TEIAS) has applied for loan financing in the amount of EUR 625 million (US$707,900,000.00 million equivalent) from the World Bank (IBRD), EUR 32,798,204.73 (US$38 million equivalent) from the Clean Technology Fund (CTF) and grant financing in the amount of US$2 million equivalent from the Clean Technology Fund (CTF) toward the cost of the Türkiye-Transforming Power Transmission System Project, and it intends to apply part of the proceeds to payments for goods, works, non-consulting services and consulting services to be procured under this project.
The project will include the following components:
Component 1: Strengthening of the transmission network to facilitate Variable Renewable Energy (VRE) scale up and improve its reliability and resilience (EUR 565,051,560.95 (US$640 million) IBRD and EUR 25,893,319.52 (US$30 million) CTF loans). This component will address immediate and localized grid constraints that could delay the deployment of VRE projects or lead to high-level of curtailment and should directly contribute to unlocking 1.7 GW of Renewable Energy (RE), by reinforcing and modernizing TEIAS’s 400 kV and 154 kV transmission network through constructing new substations, modernizing and upgrading existing substations, and laying new transmission lines.
Component 2: Digitalization to strengthen grid operation and management, and support VRE integration (EUR 58,385,939.05 (US$66,130,250) IBRD and EUR 6,904,885.21 (US$8 million) CTF loans). This component aims at digitalizing the grid and at supporting TEIAS with the adoption of new digital tools to facilitate grid management and operations in a context of large VRE penetration. This component will cover investments such as: (i) upgrade of TEIAS’ Supervisory Control and Data Acquisition (SCADA)/Energy Management System (EMS); and (ii) implementation of automated remote reactive power management through the upgrade and/or installation of series capacitor compensators for critical 400kV substations.
Component 3: Technical assistance for TEIAS to explore innovative technologies and solutions to accelerate renewable energy integration in the grid (US$2 million CTF grant). This component will cover but is not limited to introducing High-Voltage Direct Current (HVDC) technologies to accelerate renewable energy integration in the grid. The support will focus on a range of technical assistance activities, including feasibility studies (FS), market analysis, capacity building, and the preparation of detailed designs and specifications for HVDC adoption.
Procurement of contracts under the Project will be conducted through the procedures specified in the World Bank’s Procurement Regulations for IPF Borrowers (September 2023) (Procurement Regulations) and is open to all eligible firms and individuals as defined in the Procurement Regulations. The World Bank shall arrange the publication on its external website of the agreed initial procurement plan and all subsequent updates once it has provided a no objection.
Specific procurement notices for contracts subject to open international competitive procurement will be announced, as they become available on the World Bank’s external website as well as in the official gazette or in national newspaper/s and free-access website of TEIAS, www.teias.gov.tr.
