Assignment Title: Expert on developing a national social taxonomy of Uzbekistan

Reference No. (as per Procurement Plan): UZ-INSON-CS-IC-2.1.1.3.

The Republic of Uzbekistan has received financing from the World Bank toward the cost of the “Innovative Social Protection System for Inclusion of Vulnerable Populations” (INSON) project and intends to apply part of the proceeds for consulting services.

Objectives of the Assignment

A 2018 report from the UN"s Intergovernmental Panel on Climate Change found that achieving net zero emissions globally by 2050 is critical to avoiding some of the worst effects of climate change. Following the unprecedented market and policy momentum behind ESG in 2021, investors, corporate boards, and government leaders have raised expectations for progress on climate pledges in 2022.

Uzbekistan has taken some important initial steps to catch up with the global ESG trend. The Government of Uzbekistan made a strong commitment towards transition to a green economy[1] to ensure that the country’s change is balanced in ecological, social, governmental and economic terms. Besides Uzbekistan’s commitment to the UN‘s 17 Sustainable Development Goals[2] and ratification of Paris Agreement on climate[3] , as well as UN General Assembly draft resolution “On World Social Summit”[4] the government has been working with a number of international organizations on formulating the country’s green growth strategic framework and established the strong coordination platform for both Government entities and donor community, advancing green practices in agriculture, urban development, energy and other. A national green taxonomy has been approved by Government in 2023 with a scheme of classification of green projects. National Agency for Social Protection under the President of Uzbekistan (NASP) has been tasked to develop a national social taxonomy by mid of 2025[5]. The Consultant is expected to carry out the following tasks:

The consultant will undertake the following tasks:

  • Preparatory works:
  • Conduct desk review to identify, understand and summarize Uzbekistan’s new policies and strategic objectives in social sphere;
  • Based on national policy priorities develop data collection means for analysis (template forms, questionnaires, discussion topics with invlovded ministries, agencies, and business) to identify key metrics (baseline, targets, risks) ;
  • Conduct desk research and identify relevant tax, customs, financial, legal and other incentives and state support measures provided for private sector corporations if involved in delivering social projects or tasks;
  • Review recent trends and experiences in subject area of countries close to Uzbekitan’s socio-economic development and propose an approach for social taxonomy to be developed in Uzbekistan;
  • Develop national social taxonomy, including:
  • Prepare: (i) a proposed classification of "social" projects organized by a system of social classification codes (SCC) to be financed by "social" bonds and loans, to be implemented on an experimental basis using the National Social Taxonomy; SCC choice is to be decided in consultation with the government. The taxonomy should also propose the metric(s) of social performance for each sector and industry type that could potentially feature in reporting obligations in the future; (ii) develop technical manual consisting of technical background, explanatory notes, and case examples on all qualitative screening criteria, social performance thresholds, technical standards, and metrics that may be used in taxonomy; (iii) summary of findings and data compilation: includes findings of technical discussions with social agencies, expert groups, social policy agencies, and users for establishing the current regulatory environment, and collecting relevant economic and social data. (iii) a suggestion on the need for establishing a sustainable taxonomy by integrating the green and social taxonomies, if relevant.
  • Conduct technical consultations with relevant expects from various sectors of economy to finalize the proposed model of social taxonomy for business entities.
  • Prepare amendments to the legislation to implement the proposed model, including in a form of a draft Cabinet of Ministers Resolution[6];
  • Develop a tranformational road map (action plan) to implement social taxonomy that shall include:
  • required measures, implementation mechanism and timeline in order to translate social taxonomy into actions (tools for operationalization);
  • present a social taxonomy and a road map for management of National agency for social protections to collect feedback and comments;
  • review collected comments and proposals of engaged ministries and state devpartments and received under public disucssions;
  • revisit draft road map and social taxonomy based on feedback recieved.
  • Conduct trainings and support in communication, including
  • provide initial government awareness raising and capacity building to equip relevant entities of the government with knowledge and tools to oversee the use of the social taxonomy by developing training materials and conducting a training session for at least 20 representatives of the National agency for social protections (charged with developing the taxonomy) and other releant government bodies to explain basic principles and application of social taxonomy to enable them to effectively contribute to the taxonomy development activity and to taxonomy oversight;
  • facilate a round table for 100 participants of public and private sector to explain objectives of social taxonomy, create awareness among users of their responsibilities and the government’s oversight role, that will also include developing training materials and conducting a training workshop for representatives of big and medium private sector companies;
  • develop communication materials summarizing the proposed improvements to support awareness on investments into the social sphere.

This envisioned schedule shows main activities, with many tasks occurring in parallel. A candidates for individual consultancy should submit a detailed schedule in line with their proposed methodology and approach, with a view towards tasks completion by no later than December 2025.

3. Technical tips

The Consultant shall provide practical technical advice on various issues related to the assistive device rental program and ensure the transfer of knowledge to the NASP employees.

The NASP now invites eligible individual consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:

Education:

  • At least a master’s degree in finance, economics, law, social work, or a related field (a Ph.D. in a relevant area is considered an advantage).

Experience and skills:

  • A minimum of 5 years of relevant experience in areas outlined in the Terms of Reference or in the development of green or social taxonomies, sustainable finance/investment attractions, or in external review activity related to ESG-labelled finance instruments, or formulation of related regulations.
  • Knowledge of legislation related to investment attractions into green and social spheres;
  • Experience working on international development projects funded by multilateral organizations;
  • Experience in the drafting of legal and regulatory acts, and related supporting and analitical documentation;
  • Advanced computer skills, as well as strong presentation and written communication skills.

Language Requirements:

  • Proficiency in English is required; knowledge of Uzbek or Russian is an advantage.

Corporate Competencies:

  • Demonstrated integrity, high ethical standards, professionalism, and accountability;
  • Cultural, gender, religious, racial, national, and age sensitivity and adaptability.

Functional Competencies:

  • Strong integrative thinking and ability to support the Social Protection Authority in achieving the goals of the assignment;
  • Consistent, energetic, and constructive approach to work;
  • Openness to change and ability to tackle complex problems.
  • Ability to collect, synthesize, and integrate inputs from colleagues, partner organizations, and stakeholders. Excellent interpersonal skills, with demonstrated ability to work in teams and multicultural environments with minimal supervision.

Development and Operational Effectiveness:

  • Ability to gather comprehensive information, identify risks, bottlenecks, and opportunities for improvement.
  • Capacity to work across institutions in collaborative settings;
  • Diligence and efficiency in fulfilling obligations and achieving results.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.13, 3.15, and 3.16 of the World Bank’s “Procurement Regulations for IPF Borrowers” February 2025 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
