REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANT

Assignment Title: Consultant for Procurement Support to Expedite Project Implementation

The Ministry of Finance of Uzbekistan has received financing from the World Bank toward the cost of the Promoting Early Childhood Development Project (“the Project”). The Ministry of Preschool and School Education of the Republic of Uzbekistan (“the Implementing Agency”) intends to apply part of the proceeds for hiring of Individual Consultant for Procurement Support to Expedite Project Implementation under the Promoting Early Childhood Development Project.

The Ministry of Preschool and School Education of the Republic of Uzbekistan now invites individual consultants to indicate their interest in providing the Services. Interested consultants must send a CV that provide information on their qualifications and experience demonstrating their ability to undertake this assignment (reference to similar services, experience in similar assignments, availability, etc.). The qualification criteria are as follows:

• Bachelor’s degree in Economics, Finance, Business Administration, Engineering, or a related field.
• Additional training in procurement (e.g., FIDIC or Public Procurement certification or similar type) is an advantage.
• At least 7 years of experience in procurement, including working on international projects financed by international organizations.
• Proven experience in public or private procurement, including preparation of tender documentation, evaluation of proposals, and contract management.
• Fluency in Russian and Uzbek.
• Good command of English (ability to read, write, and communicate professionally).
• Strong project management skills and ability to meet deadlines.
• Strong computer skills, good working knowledge of MS Office application (Word, Excel).

Selected consultant will get a time-based contract for 4 (four) months.
