Administration of Technology Park of software and IТ (IT park) has received financing from the International Development Association (IDA) for Uzbekistan Digital Inclusion Project, and intends to apply part of the proceeds for individual consultancy services of a Marketing specialist under this Project.

The consulting services (“the Services”) include, but are not limited to:

• Evaluation of the effectiveness of current advertising and promotion channels and providing suggestions for optimization;
• Conduction of market research to understand the target audience, competitors, market trends, and consumer needs;
• Coordination of international events and facilitate the attraction of a target audience;
• Attraction of local mass media representatives to IT Park international events;
• Preparation of articles and press releases in collaboration with the IT Park PR team;
• Development and execution of a comprehensive marketing strategy for promoting Uzbekistan as an outsourcing destination;
• Monitoring performance and report on the effectiveness of marketing activities;
• implementation of necessary improvements and adjustments to the strategy based on performance data;
• Development of a long-term marketing plan and communication strategy of the Project in line with the IT Park’s strategy and goals;
• Strategic planning and implementation of marketing activities of IT Park and the Digital Inclusion project of Uzbekistan.

The detailed scope of work is described in the Terms of Reference.

IT Park now invites eligible individuals (‘Consultants’) to indicate their interest in providing the Services. Interested Consultants should provide information (curriculum vitae and references in the English language) demonstrating that they have the required qualifications and relevant experience to perform the Services.

The evaluation criteria are:

• Higher education – Graduate degree specializing in the field of marketing, public relations, and/or international relations, while education received in QS top higher educational institutions is a plus;
• At least ten years of international experience in marketing, PR, journalism or related fields;
• Prior 3-year experience overseeing marketing projects with an annual budget of at least USD 1 million, of which at least 10% is allocated to social media marketing.
• Prior 3-year experience managing marketing teams for governmental agencies/associations or public IT/Tech companies with an annual turnover of USD 30 mln.
• Native English, knowledge of other languages is a plus;
• Strong analytical and strategic thinking skills.
• Excellent written and verbal communication skills.
• Proficiency in digital marketing tools and platforms.
• In-depth knowledge of the ITES global market and trends.

The attention of interested Consultants is drawn to paragraphs 3.14 and 3.21 of the World Bank’s “Procurement Regulations for IPF Borrowers” fifth edition September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest and eligibility.

Consultants will be selected in accordance with the Open Competitive Selection of Individual Consultants set out in the World Bank’s “Procurement Regulations for IPF Borrowers,” fifth edition, September 2023.
