Assignment Title: International Individual Consultant for preparing the National Report on Higher Education, Science and Innovation of the Republic of Uzbekistan for 2023 year

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the “Modernizing Uzbekistan’s National Innovation System” Project, and intends to apply part of the proceeds for consulting services.

The assignment objective is to ensure the preparation of the National Report on Higher Education, Science and Innovation of the Republic of Uzbekistan 2023, while continue capacity building of the Center for Scientific and Technical Information in the preparation of high-quality analytical reviews.

The purpose of the provision of the Consultant’s Services is to reflect the current state of the field of higher education, science and innovation by conducting a systematic analysis.

In the process of providing services, the Client according to the experience of last year, will provide the Consultant with access to the necessary documents and materials, as well as necessary organizational and administrative support.

The Modernizing Uzbekistan’s National Innovation System Project Implementation Unit now invites Individual Consultants (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The shortlisting criteria:

• Masters or PHD degree in in Economics, Management, Government administration or relevant discipline.
• At least 5 years of experience in review and development of documents and reports at state level.
• At least 5 years of experience in providing strategic consulting at the country and regional level and/or preparing analytical materials on various sectors of the economy.
• At least 5 years of experience in scientific or analytical research projects related to Education and/or Economics and/or Innovations and/or Public Governance.
• Relevant fields of study and professional work include economics, project management, strategic management, analytical skills.
• At least 3 years of experience in research projects with international organizations.
• Scientific articles in published in well-established scientific peer-reviewed journals (Web of Science/ Scopus Databases) within the last 5 years will be an advantage.
• Familiarity with STI and HE challenges in Central Asia countries.
• Familiarity with Uzbekistan’s STI development policy agenda will be an advantage.
• Knowledge of the Russian language is required. Knowledge of Uzbek and English languages will be an advantage.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 (revised in November 2017 and August 2018) (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
