A. This is a synopsis of commercial items prepared in accordance with the format in FAR 5.207, as supplemented with additional information included in this notice. The solicitation for this notice will be published on https://sam.gov as a Request for Quote (RFQ) on or about August 13, 2024, with a closing date on or about August 20, 2024, and an anticipated award date of August 27, 2024.

B. The Virginia Army National Guard (VaARNG) is seeking the delivery of boxed breakfast, lunch, and dinner meals to Fort Belvoir VA, Fairfax VA, and Bowling Green VA. Government facilities are not available for the preparation of boxed meals. Boxed meals shall be prepared off-site and delivered ready for consumption. Boxed meals will contain cold and hot menu items, as well as an individual beverage. No catering or cleanup by the contractor is required. The specific delivery location on each installation will be provided at the time of award. It is anticipated that simultaneous deliveries to Fort Belvoir and Fairfax will be required for each meal, resulting in deliveries at each location within the same time window. It is anticipated that when meal deliveries are required, they will primarily occur on select Fridays, Saturdays, and Sundays. Delivered meals may total between 20-250 per day. Individuals orders may be placed for deliver during the following time periods.

Base: October 1, 2024 - September 30, 2025

Option Year 1: October 1, 2025 - September 30, 2026

Option Year 2: October 1, 2026 - September 30, 2027

Option Year 3: October 1, 2027 - September 30, 2028

Option Year 4: October 1, 2028 - September 30, 2029

C. The Government intends to meet the requirement by issuance of a firm-fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The associated North American Industrial Classification System (NAICS) code for this procurement will be 311991 (Perishable Prepared Food Manufacturing), with a business size standard of 700 employees. The Product Service Code (PSC) is 8970 (Composite Food Packages). The requirement will be solicited as a 100% Small Business Set-A-Side solicitation, and only qualified offerors may submit quotes.

D. To be considered for an award, vendors shall have an active registration in the System for Award Management (SAM) at https://sam.gov. Vendors are responsible for ensuring that the representations and certifications in their SAM registration are accurate and current.

E. Payment will be made through the Wide Area Workflow (WAWF) application in accordance with DFARS clause 252.232-7006, Wide Area Workflow Payment Instructions.
