Notice of Intent to Award a Sole Source Contract – Kirtland AFB Base Supply Services
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c) (1), set forth in Federal Acquisition Regulation 6.302-1(a)(2)(iii), "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." 377 MSG/PK, Kirtland Air Force Base (Albuquerque) NM 87117 requires a bridge contract to succeed contract FA9401-19-C-A020 which expires on 30 September 2024. The bridge contract will consist of a six (6) month basic period of performance.
Award to a new contractor for a bridge contract would impact KAFBs schedules due to the ramp-up time and transition time required by a new contractor to support a short period of base supply services. A bridge contract must be executed to ensure that mission critical base supply logistics support remains in place to sustain Kirtland Air Force Bases mission and the various missions of its mission partners. Loss of base supply services would have a catastrophic impact on all Kirtland AFB organizations resulting in mission failure and potential negative impacts across the Air Force.
There is only one contractor (Tunista Logistics Solutions, LLC) who appears to be capable of performing these services on a short-term basis (i.e., bridge contract) with no service interruptions and without added investment and start-up costs. Anticipated contract award is on or about 30 September 2024. The PSC is R706. The NAICS is 561210 and the size standard is $47 Million.
Interested businesses may identify their capability to perform this requirement by submitting a capability statement. Responders must clearly demonstrate in their capability statement that there will be no service interruptions and no added investment and start-up costs associated with award of a bridge contract to any contractor other than the incumbent contractor. Documentation submitted shall not exceed 5 pages and shall be submitted electronically.
