THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES
The 18 OSS Squadron requires equipment to overhaul the existing Localizer Instrument Landing Systems. These items would replace all parts outside of the shelters which have been exposed to harsh Okinawan environment for years and, as a result, have become degraded from high winds and corrosion. Without replacement, these assets will continue to degrade and become unreliable for landing aircraft. This is current the militarys only instrument landing system on Kadena AB, Japan.
The 18 Contracting Squadron intends to make award to Indra Air Traffic Inc. (CAGE 9G6Y8) due to their proprietary ownership and lack of authorized resellers. They are the only source able to provide the correct equipment for the current infrastructure on Kadena AB, Japan.
The proposed contract action is for supplies/services for which the Government intends to solicit and negotiate with a single source under the authority of FAR 13.106-1(b)(1). This notice of intent is NOT a request for competitive proposals and no solicitation document exists for the requirement.
Sources interested in responding to this notice are required to submit a capability statement that includes technical data and cost information, sufficient detail and with convincing evidence that clearly demonstrates the capability to meet the requirement. Requests for documentation, additional information, or submissions that only ask questions will not be considered as an affirmative response.
A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a single source procurement.
Capability statements are due NLT 9 September 2024 by 2:00 PM JST. Capability statements shall be submitted by email ONLY as a Microsoft Word or Adobe PDF attachment to elzara.kimalova@us.af.mil. Capability statements and supporting documentation provided after the due date listed above will not be reviewed.
