PART 1: TITLE:
Centralized Area Video Surveillance System (CAVSS) Video Management System (VMS) for the Border Security Deployment Program (BSDP)
PART 2: PURPOSE:
This public posting is for informational, planning, and market research purposes only and constitutes a Request for Information (RFI) and a Sources Sought Request (SSR) only. This announcement does not constitute a commitment, implied or otherwise that a solicitation or procurement will be issued. This is not a solicitation, Request for Proposal (RFP), or Invitation for Bids (IFB). No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests.
The purpose of this public posting is to give contractors the opportunity to comment on the U.S. Customs and Border Protection (CBP), Border Security Deployment Program (BSDP), Centralized Area Surveillance System (CAVSS) requirements for a VMS to replace the current end-of-life ViconNet VMS.
PART 3: OBJECTIVE:
To create a list of qualified contracting concerns that can provide a VMS to sustain the CBP BSDP/CAVSS deployments described in Part 4, below. Support and services of CAVSS is required at CBP’s land ports of entry, select airports, seaports and U.S. Border Patrol locations.

PART 4: CURRENT SYSTEM:
The current system consists of the DHS approved system components described below. It should be noted that this is a rapidly growing enterprise requiring continuous cycles of technical refresh and upgrades.
A desktop application based ViconNet 6.x-8.x Video Management System used for video surveillance installed in Windows 10/11 operating system using mainly Dell desktop workstations.
At the date of posting, 7,919 analog and 8,849 IP cameras of various makes and models and 3,145 microphones have been deployed to 374 CBP locations. Sensor feeds are transmitted over the local area network to a total of 705 NVRs. There is currently a total of 4.2 petabytes of storage. There are 6,107 authorized users that currently access 981 workstations.
There are currently 13 operating Centralized Area Surveillance Centers (CASCs) with a possible expansion to additional centers. This highly reliable enterprise solution performs at 99%+ operational availability.
PART 5: OPPORTUNITY:
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.
BSDP is seeking information from potential contractors that can provide a new VMS for the existing system’s architecture of CAVSS.
Note: Small Business Concerns are encouraged to provide responses to this RFI to assist CBP in determining potential levels of competition available in the industry.
The following items are key BSDP objectives:
PART 6: RESPONSES REQUESTED:
Contractors capable of performing the BSDP/CAVSS requirement should respond as follows to this RFI:
6a. Explanation of how your company will deploy a new VMS while maintaining the ability to utilize the current VMS during the transition period.
6b. State hardware and licensing requirements to implement your VMS solution.
6c. Provide a Rough Order of Magnitude to procure and implement your VMS solution.
6d. Provide a Rough order of Magnitude of the annual maintenance cost of your VMS solution.
6e. State qualifications and experience your company has supporting program/cyber security requirements on a nationwide scale as denoted herein.
PART 7: INSTRUCTIONS AND RESPONSE GUIDELINES:
RFI responses are due prior to the close of business (3:30 PM EST) on or before 1 August 2024, shall be limited to a total of 20 pages including the cover page: (pages; size is limited to 8.5 x 11 inches, 11-point font, with 1-inch margins in Microsoft Word format).
The subject line shall read: “Centralized Area Video Surveillance System (CAVSS) Video Management System”
