Description

This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This Request for Quotations incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-65 dated January 29, 2013. The NAICS Code is 336611. The small business size standard is 1250. This is a total small business set aside. All responsible sources may submit proposals that will be considered by the agency. The contract will be awarded on a firm-fixed-price basis using simplified acquisition procedures in accordance with FAR Part 13.5.

The United States Coast Guard Surface Force Logistics Center has a requirement for the following:

The CTR shall provide:

1. SCOPE

1.1 Intent. This work item describes the requirements for the Contractor to perform load testing of designated Ship Service Diesel Generator (i.e., SSDG) listed in Table 1.

3. REQUIREMENTS

3.1 General.

3.1.1 CIR.

None.

3.1.2 Tech Rep. The Contractor must provide the services of a Qualified Technical Representative, who is familiar with the Caterpillar SSDG (Model No. 3512B) and National Oilwell Varco (i.e. Baylor Generator) to accomplish the following on site:

  • Provide manufacturers proprietary information, software, and tools pertinent to the equipment/system.
  • Assist with proper repair methods, and ensure compliance with manufacturers procedures and standards during disassembly, inspection, repair, modification, calibration, and reassembly of the equipment/system.
  • Ensure compliance with manufacturers procedures and standards during coupling disassembly, inspection, reassembly and alignment of the SSDG(s).

3.1.2.1 Ensure the Tech Rep has a résumé of demonstrated experience with the system/equipment stated above.

3.1.2.2 Submit the Tech Rep’s name and résumé to the COR at the Arrival Conference.

3.1.3 Protective measures. The Contractor must furnish and install all protective measures in accordance with SFLC Std Spec 0000, paragraph 3.3.3 (Vessel component, space, and equipment protection).

3.1.4 Interferences. The Contractor must handle all interferences in accordance with SFLC Std Spec 0000, paragraph 3.3.5 (Interferences). Known interferences include, but are not limited to the following:

  • Piping
  • Electrical Cables
  • Switchboard
  • Vent Ducting
  • Motor Operated Valves

3.1.5 Background information. SSDG listed in Table 1 will be modified by the Coast Guard for the following task:

  • Bearing Replace

3.1.5.1 After completion of above listed task by the Coast Guard, the intent of this Work Item is for the Contractor to perform a laser alignment, pinning, and load testing of designated SSDG listed in Table 1.

3.2 Work location. The concerned work area is listed in Table 1. See the applicable drawings in References in Paragraph 2 for guidance, locations, and details.

3.3 Grounding. The Contractor must bond and ground each cable in accordance with MIL STD-1310. (Note: If the load bank is placed on the Pier, then its frame must be insulated from the concrete. If the load bank is mounted on the flatbed truck, the tires will accomplish the isolation. An equipment ground (#4/0 Awg) conductor must be run from the load bank to the ship hull.)

3.4 Contractor Furnished Materials (CFM). The Contractor must furnish materials listed in the Table 2 for load testing of the SSDG listed in Table 1. The Contractor must provide all special tools required to perform work on this item.

3.4.1 The contractor must provide miscellaneous hardware required for electrical installation (i.e. Nylon Stuffing Tubes, Box Connectors, Lugs, Fasteners, Wire Nuts, Tapes, Cable ties & Cable Mounting Brackets, etc) of the electrical equipment.

3.5 Operational test, initial. Prior to commencement of work, the Contractor must witness Coast Guard personnel perform an initial operational test of all items or shipboard devices to be disturbed, used, repaired, or altered, to demonstrate existing operational condition.

3.6 Initial shaft alignment. The Contractor must measure the existing Generator shaft to Engine shaft alignment using the two dial indicator method or Laser Shaft Alignment as described in TP 7119, Section 21. Complete and submit the Generator Set Alignment Data sheet provided in Section 4 of this work item via CFR. This initial data is for informational purposes only.

3.7 Inspect Vulkan coupling. The Contactor must remove and inspect the Engine to Generator coupling. Inspect for any damage or defects. Submit a CFR with a detailed description of the observations and any recommendations for repairs.

3.8 Final generator-engine alignment. In the presence of the Coast Guard Inspector, following all engine and/or generator maintenance and repairs, measure final Generator shaft to Engine shaft alignment using the two dial indicator method or Laser Shaft Alignment as described in TP 7119, Section 21. Adjust the alignment as necessary to achieve a satisfactory alignment measurement. Submit a CFR.

3.8.1 The Contractor must re-ream the holes as needed to install new alignment dowels (Pin). The dowels must be installed on each side and on the forward end (closest to coupling) of the generator.

3.8.2 After alignment is accomplished with acceptable readings, the Contractor must reconnect the coupling, and install coupling guard.

3.8.3 The Contractor must complete and submit the Generator Set Alignment Data sheet provided in Section 4 of this work item via CFR.

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

3.9 Load testing. The Contractor must provide labor and crane services as necessary for placing load bank at suitable location (i.e., On the pier or the ship). After completion of load bank testing of SSDG, the Contractor must remove all installed equipment and cables used during testing.

3.9.1 Testing plan. The Contractor must submit a plan for load testing of the SSDG in accordance with Caterpillar Publication SEBF9011-26 and TP 7119. Submit the load testing prior to commencing the test.

3.9.1.1 The plan must cover the following topics at a minimum:

• Emergency shutdown procedures

• Load bank specification and location

• Cable locations for load bank

• No-load tests

• Loaded tests

• Data to be collected during tests

• All proposed connections, cable and load bank configurations

3.9.1.2 The Contractor must start testing of the SSDG after COR Approval of submitted Test Plan and official acceptance by the Contract Officer (KO).

3.9.2 After placing load bank at suitable location (i.e., On the pier or the ship) the Contractor must install the cables from the load bank to associated SS Switchboard bus bars (i.e. Back side of SS Switchboard No.1 or No.2S or No.3S).

CAUTION

THE BACK SIDE OF THE SWITCHBOARD SHOULD BE ROPED OFF AS A PERSONNEL EXCLUSION AREA (APPROXIMATELY 10 FOOT RADIUS FROM ANY VISIBLE LIVE BUS

3.9.2.1 The Contractor must route the cables from designated SSDG to load bank through hatches and passageway. The Contractor must run cables in overheads as much as possible to avoid trip hazards.

NOTE

Coast Guard personnel will operate all shipboard machinery and equipment.

SAFETY

At any point in the load test or operational testing period if the need presents itself the engine – Prime mover may be shut down by the Tech rep with communication to the USCG operational Engineer utilizing the local EOS, E stop or shut down from the switch gear. Any of the three options will automatically open the SSDG buss breaker

3.9.3 After warmup of SSDG until coolant temperature reaching 140 Degree F, the Contractor must perform the load testing of designated SSDG listed in Table 1 at following load condition.

  • * Running no load testing. No load testing will consist of running the engine at idle rpm until the engine coolant temperature reaches 140 deg. F during that warmup time safety testing will be performed for oil psi and temp warning and shut down and coolant temp. warning and shutdown. Shipboard alarm verification will be observed at that time as well.

3.9.3.1 Load bank readings must be taken every 15 minutes of the following parameters:

  • Engine, Coolant temp, oil pressure, battery voltage, boost, intake air temp after the aftercooler, exhaust stack temp left and right bank.
  • In addition to the generator load test form a Caterpillar steady state engine performance file shall be recorded on the engine ECM all related available information.
  • Generator information, voltage reading per phase, amperage readings per phase, HZ, bearing and winding temps if installed.
  • Pre and post-test PSSRP shall be saved on the ECM to provide verification of all available diagnostic codes and events.
  • All electronic files and reports must be sent to the COR and distributed through proper channel.

3.10 Operational test, post repairs. After completion of work, the Contractor must thoroughly test, in the presence of the Coast Guard Inspector and demonstrate all items or shipboard devices that have been disturbed, used, repaired, altered, or installed to be in satisfactory operating condition. Submit a CFR.

3.11 Touch-up preservation. The Contractor must prepare and coat all new and disturbed surfaces to match existing adjacent surfaces in accordance with SFLC Std Spec 6310, paragraph 3.1.13 (Touch-ups and minor coating repairs.)

4 Load test documentation. After completion of testing, the Contractor must provide Data Sheet of load testing of SSDG to the Contracting Officer.
