This is a Notice of Intent, not a request for proposal. The National Institute of Allergy and Infectious Diseases (NIAID) of the National Institutes of Health (NIH) intends to negotiate on an other than full and open competition basis with Cytek Biosciences, Inc for preventative maintenance plans to support the following equipment: Amnis ImageStream MKII S/N: ISX317.
The contractor shall provide preventive maintenance as outlined on the service agreement.
Description of Needs:
A maintenance agreement to provide maintenance and system upgrades for the ImageStream MKII currently in use in the lab. Due to the heavy usage, the systems must be calibrated and serviced periodically. In addition, the instrument must be repaired quickly when failures occur. It is essential that the systems be restored to full operation as soon as possible. The plan must include all parts, labor and travel necessary for remedial repair, as well as firmware and software updates. It must also include telephone access to technical support and priority on site repair service response time of 72 hours. Equipment and updates to be covered:
• ImageStream MKII S/N ISX317
• Firmware and Software updates that include the following:
 Violet Excitation Laser - 405nm, 120mW
 Green Excitation Laser - 561 nm, 200 mW
 Data Analysis Workstation w/2 TB RAID, dual 24 Monitors, IDEAS Software 1 Seat License Pre-installed
 MultiMag - 60X, 40X, and 20X (at time of instrument purchase)
 12 Imaging Channels & EDF
 Red Excitation Laser - 642 nm, 150 mW

The statutory authority for this sole source requirement is 41 U.S.C. 1901 (a) (1) as implemented by FAR 13.106-1 only one responsible source and no other supply of service will satisfy agency requirements. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources that could provide comparable services may submit a capability statement that will be considered along with proof of contract with the equipment manufacturer to the NIAID electronic Simplified Acquisition Submission System (eSASS) website at https://esass.nih.gov. All vendors must register in the eSASS system to submit a capability statement along with proof of contract with manufacturer. Instructions on how to register / submit quotes are included on the website.
Closing date is 10:00 am April 18, 2024. All responses received by the closing date of this synopsis will be considered by the Government. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government.
