The Defense Health Agency (DHA) intends to modify the Master Ceiling Limit on Blanket Purchase Agreement (BPA) N6264521A0003 under the authority of 41 U.S.C. 1901 with the American National Red Cross (ARC), 431 18th Street, Washington, DC, 20006-5310, for the provision of blood products and related services for the Naval Medical Center Portsmouth, VA (NMCP). The ordering period is from 01 October 2021 through 30 September 2024.
To meet the needs of the Military Treatment Facility (MTF) the Master Ceiling Limit of N6264521A0003 will increase from $1,500,000.00 to $2,500,000.00. As a Level II Trauma Center, the reliance on blood products and blood testing offered by The American Red Cross (ARC) is extensive. The requirement is to provide blood products and reference laboratory testing in support of laboratory operations to NMCP’s Laboratory Medicine Services. The Contractor shall be registered with the Food and Drug Administration (FDA), accredited by the Association for the Advancement of Blood & Biotherapies (AABB), and comply with continuous Current Good Manufacturing Practices (CGMP) as outlined by the International Society for Pharmaceutical Engineering (ISPE). Blood products needed include packed red blood cells, apheresis, platelets, fresh frozen plasma, cryoprecipitate, liquid plasma, low titer whole blood, etc. Products are required on both a standard and emergent basis. Blood and blood products shall be provided to NMCP Monday through Sunday, twenty four (24) hours a day, including all Federal holidays. Delivery time frames are as follows: within two (2) hours of the request for routine and products with special requirements, and within one (1) hour of the request for emergent products and no special requirements. Reference laboratory services include antibody identification, antibody screenings, Rh typing, etc. Testing is required on both a standard and emergent basis. Test results shall be reported within the following time frames:
STAT: One (1) hour, ASAP: Two (2) hours Routine: Eight (8) hours. Test results may exceed time frame requirements depending upon complexity of the testing required and may take several hours to several days.

This notice of intent is not a request for competitive proposals and no solicitation document exists for the
requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data, in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work. Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information, or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source modification.
