NASA/Langley Research Center (LaRC) has a requirement for a PRO Line Physical Vapor Deposition (PVD) 500 Thin Film Deposition System. The proposed new PVD500 system will allow for the production of much larger articles that will meet the requirements for advanced research and development.

NASA/ITPO intends to issue a sole source contract to acquire the “services” from Kurt J Lesker Company. The rationale supporting the use of 10 U.S.C. 3204(a)(1) is the only source that has the combined training, expertise, and manufacturing techniques to provide an uninterrupted continued use of the deposition system device at LaRC. In accordance with FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Michelle Downs, Contracting Officer at michelle.m.downs@nasa.gov not later than 5 PM EST on Wednesday, March 23, 2024. Capability statements shall be emailed ONLY as a Microsoft Word or Adobe PDF attachment. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
