This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) subpart 5.2 - Synopses of Proposed Contract Actions. The U.S. Army Corps of Engineers (USACE), Portland District intends to award a firm-fixed-price service contract to Portland State University, 1600 SW 4th Avenue, Portland, OR 97201. The purpose of this acquisition is to conduct population monitoring (abundance and distribution) of the federally ESA (threatened) Western Snowy Plover (Charadrius nivosus nivosus) Distinct Population Segments along the Coos Bay North Spit. The purpose of the monitoring is to estimate the size of the adult Snowy Plover population, locate plover nests, protect nests from predators, determine nest success rates, determine fledgling success rates, identify causes of nest and brood failure, record data about predators observed and evaluate effectiveness of predator management, and provide data in weekly reports and a final report.
The statutory authority for this non-competitive acquisition is 10 U.S.C. § 3204(a)(1), as implemented by FAR 13.106-1(b).
A SOLICITATION WILL NOT BE POSTED.
The Government intends to proceed with this sole source action. The NAICS code is 541690 - Other Scientific and Technical Consulting Services. The size standard as defined by the U.S. Small Business Administration is $19,000,000.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS.
Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government by submitting a capability statement demonstrating ability to conduct the work and current holder of the following permits for western snowy plover: (1) U.S. Fish and Wildlife Service Recovery Permit, (2) U.S. Geological Survey banding permit, and (3) an agreement with Oregon Department of Fish and Wildlife for, work with endangered species. If no affirmative written responses are received by 9:00 AM Pacific Time on March 18, 2024 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government. The U.S. Army Corps of Engineers is not responsible for any costs incurred by responding to this notice.
