The Department of Veterans Affairs Network Contracting Office 7 (NCO 7) intends to negotiate on a sole-source basis with Varian Medical Systems, Inc. under the authority of FAR 8.405-6(a)(1)(i)(B), for hardware support and preventive maintenance (PM) services of Varian Radiation Oncology Hardware. The Varian Radiation Oncology Linear Accelerators are used by the Radiation Oncology Department to treat patients who have tumors and other masses that respond to radiation treatment. Hardware support services are needed to maintain the correct functionality of the systems and optimum performance. Procurement of these support services will ensure Oncology can provide high quality patient care at the Atlanta VAHCS.

The Varian system is a premium system requiring OEM expertise for service needs which are only available through the manufacturer. Due to the complexity of the cases treated at the Atlanta VAHCS and the high use and reliance on this existing hardware system, it would not be in the governments best interest to switch systems. Varian is the sole provider of these services. Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; (FAR 8.405-6(a)(1)(i)(B)); This is the only source available to provide these services. The North American Industry Classification System (NAICS) code for this acquisition is 811210 - Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34.0 Million. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for quotations. Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
