ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a basic contract for 750 AH Silver-Oxide Zinc cells which are used in deep submergence applications.

The proposed contract action is for Silver-Oxide Zinc cells for which the Government intends to solicit and negotiate with one source, EaglePicher Technologies, LLC, 1215 W C St, Joplin, MO, 64801, cage code 81855, under the authority of FAR 6.302-2, Unusual and compelling urgency.

The requirement is being solicited on a sole source basis because the Silver-Oxide Zinc cells are vital to mission requirements. Current inventory is at a minimum. Due to market research and the lead time in acquiring cover molds, the Government is seeking a one-time procurement from EaglePicher Technologies, LLC, as they are the only company capable of producing these cells at this time due to the proprietary nature and the lead time on cover molds.

A determination by the Government not to compete this proposed contract is solely within the discretion of the Government due to the urgent and compelling need. No Solicitation will be posted to SAM, but a draft contract will be provided directly to EaglePicher Technologies.
