Naval Air Systems Command (NAVAIR) intends to issue a modification under an existing delivery order N0001920F0010 under sole source Basic Ordering Agreement (BOA) N0001919G0031 to Rockwell Collins, Inc., 400 Collins Road North East Cedar Rapid, Iowa 52498-0505, on an other than full and open basis, for the continued production support of the Digital Red Switch System (DRSS) upgrade on the E-6B aircraft for an additional six (6) months. This system provides enhanced distribution of audio from mission radios to the Battle Staff and Communications Central (COMCEN) and added conferencing capabilities from sources.

The authority permitting other than full and open competition is provided by 10 U.S.C. §2304(c)(1) as re-codified at 10 U.S.C. §3204(a) the property or services needed by the agency are available from only one responsible source and no other type of property or services will satisfy the needs of the agency.

No set-aside was previously determined based on a sources sought notice posted. The NAVAIR Office of Small Business Program concurred with the original set-aside determination.

This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within thirty (30) days after the publication date of this synopsis. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
