Naval Supply Systems Command (NAVSUP) Fleet Logistics Center Yokosuka (FLCY) Site Marianas has an ongoing need for rental Buses in accordance with the Performance Work Statement in the attached DRAFT Blanket Purchase Agreement (BPA).

FLCY Site Marianas intends to establish a multiple-award BPA with interested contractors capable of providing rental Buses in accordance with the PWS.

In order to receive a BPA, all interested contractors must submit:

1. A general capability statement including at a minimum general business information including points of contact (POC) and the name(s) and title(s) of personnel authorized to sign contractual documentation on behalf of the contractor.
2. The number of buses/vans currently available for rental broken down by size as shown in the BPA portion of the draft
3. Complete the “amount and size” for each CLIN on page 4 of the DRAFT BPA.

No pricing information is required. When a requirement is identified, the Government intends to solicit quotations from all BPA vehicle holders and issue a call order to the BPA holder determined to represent the best value to the Government using price and other factors as may be appropriate. A small business set-aside determination will be made on each individual requirement in accordance with the FAR, DFARS, NMCARS, and local policy and procedures.

The Government will review the submittals from the contractor and award non-pre-priced BPAs to interested contractors that the Government is able to determine capable of performing in accordance with the Performance Work Statement.
