NASA/ Goddard Space Flight Center (GSFC).has a requirement to procure the sixth iteration of the power-high voltage module (PH6) of the Mass Spectrometer (MS) portion of the Mars Organic Molecule Analyzer (MOMA) instrument.
The MOMA is a joint NASA and European Space Agency (ESA) instrument comprised of two, complementary mode mass spectrometers: a gas chromatograph mass spectrometer (GC-MS) and laser desorption mass spectrometer (LD-MS). The GC-MS and LD-MS are located in the Analytical Science Drawer carried by a Mars Rover known as ExoMars.
The major objective of this effort is the detection of organics in Martian soil & rock samples and advancing astrobiology to understand the possibility of life on Mars. This includes the possibility of identifying the chiral nature and isotopic composition of samples, where identification of organic matter takes place. The role of the contractor for this effort consists of the engineering, development and practical application of engineering development activities for the production of electronics that control and power the MOMA mass spectrometer (MOMA-MS) instrument. In addition, the effort includes providing support for the associated Electrical Ground Support Equipment (EGSE) as needed to emulate the function of the hardware being delivered. This EGSE is crucial for parallel development and integration activities ongoing by the Agency and International Partners.
NASA/GSFC intends to issue a sole source contract to acquire the items from Space Physics Research Laboratory (SPRL) at the University of Michigan (UM) under the authority of 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, “Only one responsible source and no other supplies or services will satisfy agency requirements.”
The Government does not intend to acquire a commercial item using FAR Part 12.
The scope of MOMA PH6 contract is as follows:
Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Andres Castro at andres.c.castro@nasa.gov no later than 5:00pm EST on December 28, 2023. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis. A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.
