NOAA OMAO USC Wrigley Facility Rental and Services:

This is a Sources Sought Notice for planning purposes only. The Government does not intend to award a contract on the basis of this Notice. The acquisition, if issued, will be issued as a Request for Quote (RFQ) in accordance with FAR Part 12 and Part 13. A DRAFT Statement of Work is provided for informational purposes only.

In preparation for an upcoming procurement, the Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division, Norfolk, VA on behalf of the Office of Marine and Aviation Operations (OMAO), is performing market research to determine potential sources for NOAA OMAO USC Wrigley Facility Rental and Services.

The North American Industrial Classification System (NAICS) code for this requirement is 611430, Professional and Management Development Training, with a size standard of $15 million.
All types of business concerns, large businesses, small businesses, and nonprofit and educational institutions are encouraged to submit a brief (no more than three pages), typed Capability Statement in response to this Sources Sought announcement. The nature of the work to be performed is to provide efficient delivery of supplies and services to support course logistics for NOAA Diving Center (NDC), as outlined in the attached DRAFT Statement of Work. This is not a request for technical or cost proposals.
Standard brochures shall not be considered a sufficient response to this notice.

Submitted Capability Statements shall include the following:
a) Company name and address;
b) SAM Unique Entity Identifier;
c) Type of business (e.g., large business, small business, 8(a), veteran-owned small business, service- disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/ or women owned small business) as validated via the System for Award Management (SAM) and based on one of the anticipated NAICS code identified above;
d) NAICS code;
e) Company point of contact – name, phone, and e-mail address;
f) A description of the company’s ability to fulfill the requirements of the DRAFT Statement of Work.

Interested sources shall submit an electronic copy of their capability statement to Andre Frantz,
Contract Specialist, Andre.Frantz@noaa.gov, no later than 10:00 AM EST on December 18, 2023.

This is not a request for quotation.

The Government does not intend to award a contract based on this notice or reimburse for costs incurred by interested parties providing the information requested herein.

Capability Statements will not be returned. Information received will be considered solely to make an informed decision regarding a potential procurement.

Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. The responses received to this Sources Sought notice will help determine any potential socio-economic set-asides for this requirement and to determine if industry is able to fulfill this requirement.
