The Defense Information Systems Agency (DISA) is providing industry and potential offerors with notice that the Request for Proposals (RFP) for the Transitional Voice Services (TVS) requirement will be issued on or around December 14, 2023 on https://sam.gov. Written proposals will be accepted in response to the solicitation. All pertinent technical information will be included in the solicitation documents. The anticipated award date is April 1, 2024 (subject to change).

A Sources Sought Notice was posted for this requirement under tracking number 832366670.

The TVS requirement will provide the Department of Defense (DoD) with Long Distance Switched (LDS), Toll-free Service-Switched (TFS-S) and Contact Center Services (CCS) in support of migrating current existing services off the expiring General Services Administration’s Networx Universal contracts, which expires 2024, and the DoD Commercial Voice Services Blanket Purchase Agreement, which expires 2025, with the same level of quality service.

The contract will be awarded competitively as a full and open single-award Indefinite-Delivery Indefinite-Quantity contract with a 5-year base period and one 5-year option year period.

The contract will be awarded to the offeror who provides the lowest priced technically acceptable proposal utilizing the procedures listed under FAR Part 15.

The product or service code is DD01 and the North American Industry Classification System code is 517111. The proposed solicitation number is HC101324R0003. The place of performance will be defined in the individual task orders.

This is not a request for proposals, and any proposals received as a result of this notice will not be considered. This synopsis does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this notice. No funds are available to pay for preparation of responses to this notice. Any information submitted by respondents is strictly voluntary.
