NASA/JSC plans to issue a Request for Proposal (RFP) for Cargo Mission Contract 4 (CMC4). The principal purpose of this requirement is to perform analytical and physical processing activities to support cargo requirements and provide sustaining engineering, maintenance and operations for Flight Crew Equipment (FCE) and other hardware sustained by this contract. In addition to supporting ISS this contract will also support the Artemis Exploration Programs.

The Government does not intend to acquire a commercial item using FAR Part 12.

The NAICS Code and Size Standard are 541330 and $25.5M, respectively.

The anticipated release date of the RFP is on or about December 14, 2023, with an anticipated offer due date on or about January 23, 2024.

All responsible sources may submit an offer which shall be considered by the agency.

A minimum of Secret National Security Facility Clearance Level (FCL) is required at proposal submission for this acquisition in accordance with the DD Form 254, Contract Security Classification Specification. Offerors shall possess a SECRET clearance at proposal submission for performance of this contract, and the successful offeror shall obtain a TOP SECRET National Security FCL within 12 months after the contract start date. This clearance shall be maintained throughout the life of the contract. Proposals that are not in compliance with the minimum security requirement and do not provide evidence that the Offeror possesses, at a minimum, current Secret (S) National Security Facility Clearance Level (FCL) at proposal submission will not be evaluated for award.
