This is a pre-solicitation notice being released pursuant to Federal Acquisition Regulation (FAR) Part 5.

Description: USDA Forest Service, Kisatchie National Forest has a Request for Proposals (RFP) for Road Maintenance and Construction.

Contractor shall furnish all materials, equipment, transportation, labor, supervision, and other associated work necessary to complete work according to the Statement of Work.

Scope of Work:

The contractor shall provide all materials, labor, equipment, tools, transportation, supervision, expertise, and other incidentals necessary, except as otherwise provided, to successfully complete grading of roads on National Forest roads within the Kisatchie National Forest.

Work to be accomplished:

1. Cleaning and reconstructing of ditches and leadoffs.

2. Reshaping the road prism and placement of surface aggregate.

3. Seeding and fertilizing of ditches.

A complete Scope of Work will be provided with the solicitation.

Location: The principal place of performance for this contract will be on Forest Service Road 283 for the Calcasieu Ranger District, Boyce County, LA, 71409. A formal site visit will be held approximately one to two weeks after the solicitation is posted. All details for the site visit will be captured in the solicitation.

The Government anticipates awarding a Firm Fixed-Price contract using best value principles.

This procurement will be solicited using North American Industry Classification System (NAICS) 237310—Highway, Street, and Bridge Construction, with a small business size standard of $45M.

The magnitude of work is between $250,000 and $500,000.

A Request for Proposals (RFP) for this acquisition will be released on or about December 15, 2023, and will close on or about January 12, 2024. It is anticipated that the contract will begin within 30 days of contract award. This acquisition will be competed as a 100% Small Business Set Aside.

This is a new requirement, there is no incumbent contractor.

This Pre-solicitation Notice seeks to provide information to interested parties about potential opportunity to perform the construction, additions, alterations, or maintenance and repairs as described above. This Pre-solicitation Notice does not commit the Government to contract for any supply or service. Respondents are advised that the United States (U.S) Government will not pay for any information or administrative cost incurred in response to this Pre-solicitation Notice. All costs associated with responding to this Pre-solicitation Notice will be solely at the responding partys expense. Please be advised that all submissions become Government property and will not be returned. Responses to this notice are not offers and cannot be accepted by the U.S Government to form a binding contract.
