This is a Sources Sought notice requesting information to assist the Aviation Turbine Engines Project Office, Program Executive Office, Aviation (PEO Aviation) in identifying interested sources capable of executing requirements for the Low-Rate Initial Production (LRIP) contract for the T901-GE-900 (T901) turboshaft engines. The T901 is the next generation turbo-shaft engine to be utilized in the Black Hawk (H-60), Apache (AH-64E), and Future Attack Reconnaissance Aircraft (FARA) helicopter fleets. The LRIP quantity is approximately 255 engines. The period of performance will be 24 months with options for up to an additional 24 months.
The LRIP contract will consist of Operational Capability Release (OCR) testing along with an Initial Operational Test and Evaluation (IOTE). The IOTE will be conducted by the United States Government with maintenance support provided by both the Engine Original Equipment Manufacturer (OEM) and Platform OEMs. LRIP engines will be used for execution of required testing to support a Full Rate Production Decision Review logistics/maintainability validation and verification and demonstration(s) and First Unit Equipped. Following the completion of the LRIP effort, there will be three, one-year options for Full Rate Productions (FRP) quantities of approximately 212 engines per year. The applicable North American Industry Classification System (NAICS) code is 336412.
Interested vendor shall provide a capability statement that addresses requirement, recommendations regarding T901-GE-900 turboshaft engine, and responses to requested information (See attachment, Sources Sought Requirements - Description of Information Requested for Low-Rate Initial Production Contract).
The Government desires that all software and hardware have, at a minimum, Government Purpose Rights (GPR). At this time, the Government does not possess a complete Technical Data Package (TDP) for the T901-GE-900 series engine, including system/ subsystem drawings, tooling drawings, software source code or models and simulations.
All interested firms with capabilities identified herein are encouraged to respond to this Sources Sought. Technical questions, data requests and industry responses to this Sources Sought shall be sent via email to Catherine.w.hill2.civ@army.mil and miroslaw.chodaba.civ@army.mil. For all communications regarding this sources sought, request respondents put “Sources Sought Response –T901-GE-900 Engine Low-Rate Initial Production” in the subject line of the e-mail.
Electronic transmissions must not exceed five (5) megabytes and responses in the form of white papers are limited to 25 pages in length and may include technical specifications and product sheets as deemed necessary. All material submitted in response to this Sources Sought must be unclassified.
Clearly mark any proprietary information. Data submitted in response to this Sources Sought that is marked “proprietary” will be handled accordingly and will not be returned.
This is not a solicitation. No solicitation exists at this time, nor will a contract be awarded as a result of this request. Vendors are responsible for all expenses associated with
responding to the Sources Sought. The information obtained will be used for planning
purposes only.
