This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for market research purposes.

Naval Facilities Engineering Systems Command, Hawaii (NAVFAC HI) is seeking information concerning the availability of contractors capable of providing the following:

Description of Work: The work includes, but is not limited to, labor, material, equipment, transportation, supervision (quality control & safety), fall protection, testing, inspections, certifications, guarantees and warranties necessary to perform reroofing, recovering, removal of existing roofing materials (including asbestos abatement for asbestos containing material), abatement of lead-based containing paint and lead-based contaminated materials along with other associated work such as HVAC and structural upgrades as needed to accomplish the reroofing effort. Task orders for the work will be issued based on design-build or design-bid-build (full plans and specifications) methods. Additionally, the Contractor shall be able to perform multiple task orders in various locations simultaneously.

The Contractor shall perform all work necessary to complete the contract in a satisfactory and acceptable manner in compliance with Unified Facilities Criteria (UFC) 1-110-03 (Roofing) and UFC 1-110-04 (Roofing Maintenance & Repair) associated with construction, repairs, alterations & maintenance. For Design-build task orders, the Contractor shall also obtain professional Architectural-Engineering services (as necessary) for design and/or consultation in compliance with UFC 1-200-01 (General Building Requirements).

The work is located on Department of Defense (DoD) installations within the State of Hawaii including, but not limited to, Joint Base Pearl Harbor-Hickam (JBPHH), Marine Corp Base Hawaii (MCBH), Camp Smith, Pacific Missile Range Facilities (PMRFs), and other Federal facilities in the NAVFAC Hawaii area of responsibility.

Task orders will be issued for the work that may require design and construction services. In support of the design-build work, the Contractor shall employ the services of an architect/engineering professional experienced in the coordination of multi-disciplined architectural/engineering design efforts in all aspects of general building and new and renovation projects.

The total maximum dollar value of the acquisition will be $98,000,000.

The task order minimum and maximum is approximately $500,000 and $8,000,000, respectively.

This Sources Sought Notice is issued solely for information, planning purposes, and market research in accordance with FAR Part 10. All responses will be used to determine the appropriate acquisition strategy for the future acquisition. No award will be made from this sources sought. Do not request a copy of a solicitation.

The North American Industry Classification System (NAICS) code is 238160 – Roofing Contractors and the small business size standard is $19 Million. Period of performance will be for one 60-month base period and three (3) 12 month option periods, estimated to start in early 2025.
