ENGINEERING SERVICES

The contractor shall provide engineering services, development services and site support services to troubleshoot, repair, sustain, upgrade and/or modernize the following fielded system: Advanced Carbon Dioxide Unit (ACRU). This system is on board one OHIO Class Submarine. Actual services to be performed shall be identified in delivery orders (DO). Government-furnished material shall be identified in individual Task Orders.

DEVELOPMENT SERVICES

The contractor shall provide engineering services, including research, development, test, and evaluation efforts to sustain and/or modernize the following fielded system: Advanced Carbon Dioxide Unit (ACRU), including overall system design, detail design to specific submersible vehicle applications and prototype hardware development. Services shall include the evaluation and testing of new technologies to integrate into the systems or subsystems, as well as the design and development of simulators, prototypes, or scaled models, and upgrade of the systems and associated software. Actual services to be performed shall be identified in task orders (TO). Government-furnished material shall be identified in individual TOs. CDRLs A005, A006, A007, A008.

SITE SUPPORT SERVICES

The contractor shall investigate, troubleshoot, and repair operational problems and malfunctions of the ACRU and OHIO (SSBN/GN-726) and COLUMBIA (SSBN-826) Class Submarines. Performance may be on site at various locations worldwide, including but not limited to New London, CT; Philadelphia, PA; Norfolk, VA; Kings Bay, GA; San Diego, CA; Bremerton, WA; Pearl Harbor, HI; Norway, Scotland and Greece. Troubleshooting and repair support may also require the contractor to get underway with the ship to verify system operation. Submarine Life Support and Ventilation Systems are located in the machinery spaces of US Navy submarines. Operating procedures are contained in Ship’s Systems Manuals which can be CUI, NNPI, or NOFORN. CDRL A005.

Actual services to be performed shall be identified in Task Orders (TO).

Incidental to furnishing the services described above, the contractor shall furnish consumable materials, such as hoses, pumps, displays, raw materials, nuts, bolts, SEMs, gaskets, sensor heads, or valves. If materials are not available, all unavailable consumable material shall be provided by the Government and shall be identified in individual TOs issued hereunder.

COMMONILITY OF SYSTEMS, SUBSYSTEMS, AND COMPONENTS

In line with C-211-H019 Commonality and Standardization (NAVSEA), contractors are directed to develop and implement a Commonality and Standardization Plan.

MANUFACTURING PHASE-OUT OR DISCONTINUATION OF PRODUCTION, DIMINISHING SOURCES, AND OBSOLETE MATERIALS OR COMPONENTS

The contractor shall notify the contracting officer immediately upon determining the unavailability of obsolete materials or components. The contractor may recommend a solution to include the impact on the contract price and delivery. The contractor shall not initiate any item redesign or incur any additional costs without the express, written authorization of the contracting officer.

DIMINISHING MANUFACTURING SOURCES AND MATERIAL SHORTAGES MANAGEMENT (DMSMS)

The Contractor shall develop and submit as part of its proposal (with an advance copy supplied to the Government at time of cost estimate submission), an Obsolescence and DMSMS Management Plan for managing the loss, or impending loss, of manufacturers or suppliers of parts and/or material required for performance of this contract.

PARTS OBSOLESCENCE

The contractor shall establish and implement a parts obsolescence program. In the event that manufacturing phase-out or discontinuance of production of such items is contemplated, the contractor is required to notify the contracting officer and publish the discontinuance in the Government-Industry Data Exchange Program (GIDEP), where feasible; and to provide immediate advance notice of production phase-out to Code 416.
