Naval Surface Warfare Center (NSWC) Crane intends to issue a five-year contract for improvement and expansion of the capability developed under Reactive Electronic Attack Measures (REAM) project. The scope of this contract is to develop, refine, integrate, and test algorithms that provide Electronic Warfare (EW) protection against new and unknown threats, as well as the capability to characterize unknown radar threats, and scalable and modular capability to support additional platforms. This contract action is anticipated to result in a Cost-Plus- Fixed- Fee (CPFF) contract.

The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source, Vadum, Inc., 601 Hutton St., Ste. 109, Raleigh, NC 27606-6322 (CAGE 3XXA8) under the authority of FAR 6.302-1 Only one responsible source and no other supplies or services with satisfy agency requirements. The requirement is being solicited on a sole source basis is to avoid roughly $16.9 million in duplication of cost and prevent as much as three years unnecessary schedule impact.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement. Solicitations and amendments for this sole source action will not be posted to Sam.gov and are available only from the POC identified below. Inspection and acceptance is anticipated be at destination by Government representative at the ship to address. Request for proposal will not be made available through http://www.sam.gov. The request for proposal will be provided to Vadum Inc. through electronic mail. The proposed noncompetitive contract action is anticipated to be awarded under FAR part 15, Contracting by Negotiation.
