The United States Government Publishing Office (GPO) is seeking proposals to provide the Government Publishing Office (GPO) Acquisition Services Division (AS) with the SID acquisition support services. The services must be placed against the contract in accordance with the Material Management Acquisition Regulation (MMAR).

GPO anticipates a Firm-Fixed Price (FFP) Level of Effort (LOE) type contract consistent with the Materials Management Acquisition Regulation (MMAR) 16.207. This is a new requirement and there is no incumbent for this contract.

The Government intends to award one contract resulting from this solicitation to the responsible Offeror whose proposal represents the best value to the Government after evaluation in accordance with the factors as set forth in this solicitation in accordance with MMAR 12, MMAR 13 and elements of MMAR 15. The Government also reserves the right to award more than one contract or not to award contract in response to this solicitation. The procurement will utilize a Best Value Tradeoff process set forth in MMAR 15.101-1. Offerors must clearly review Sections L and M of this RFP.

Section L, Instructions to Offerors, of the RFP sets forth all instructions for the preparation and submission of required proposal contents. Prospective offerors must submit questions by the deadline identified above, and proposals to Nataliya Holl at email: nholl@gpo.gov and Shawnita Hamm at email: shamm@gpo.gov. Prospective offerors must follow the instructions to submit the proposals specified in Section L. Section M states the criteria by which proposals will be evaluated.

This RFP can be viewed and downloaded from www.sam.gov. GPO bears no responsibility for data errors resulting from transmission or conversion processes. Further, be aware that amendments to the solicitation are occasionally issued and will be posted on www.sam.gov. GPO advises interested parties to regularly check the www.sam.gov for amendments.

Failure to comply with submission dates will deem the submission unacceptable, and proposals will not be reviewed or evaluated.

Offerors must be registered in the System for Award Management (“SAM”) database prior to award at www.sam.gov.

This RFP in no way obligates GPO to award a contract, nor does it commit GPO to pay any costs incurred in the preparation and submission of a proposal. Award of a contract under this RFP is subject to availability of funds and other internal GPO approvals.

This RFP #040ADV-24-R-00002 is a re-solicitation for the original RFP #040ADV-23-R-0024 and there will be no deadline proposals submission extensions entertained for this RFP. Ensure that you receive GPO confirmation when the proposal will be submitted.
