COMBINED SYNOPSIS/SOLICITATION

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.

(A) The combined synopsis is issued as a Request for Quotation (RFQ) under solicitation number 70Z08423QDL940019. Submit written quotes using the attached PRICING SHEET (oral quotes will not be accepted).

(B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97.

(C) This acquisition is issued as Total Small Business Set-Aside and Firm Fixed Price.

(D) When submitting your quotation, utilize Attachment Pricing Sheet.

(E) Description/Statement of Work/Specification:

Please refer to attachment RFQ 70Z08423QDL940016 for the Statement of Work (SOW) for all service requirements.

(G) FAR Provision 52.212-1, Instructions to Offerors—Commercial (JAN 2017), is incorporated by reference and applies to this acquisition:

Please see the attached RFQ terms and conditions for the submission requirements. Offerors’ quotation shall confirm to the required SOW as reference in paragraph E and as attached to this solicitation. The offeror shall complete pricing for the specific services listed within the attached Pricing Sheet. Any offeror not conforming to the requirements herein shall be deemed ineligible for award.

(H) Evaluation FAR Provision 52.212-4:

The following factors shall be used to evaluate offers:

Factor 1: Best Value – The Government will evaluate offerors’ proposal for price reasonableness and contract requirements.

For the evaluation criteria, please see the attached RFQ terms and conditions.

(I) Offerors are required to include a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications—Commercial Items, with its Alternate I, with their offer. Offerors may complete this online at SAM: www.sam.gov. An offeror must state in their offer if they completed FAR 52.212-3 with Alternate I online and that is it up-to-date and valid.

(J) Date, time and place offers are due.
