The Naval Special Warfare Command (NSW) intends to solicitate and award a Firm-Fixed-Price contract to The Phoenician, LLC, 91-573 Malakole St. Kapolei, HI 96707 for boat ramp and trailer parking. This contract action will be awarded using other than full and open competition pursant to 10 U.S.C. 3204, as implemented by FAR 6.302, only one or a limited number of responsible sources and no other supplies or services will satisfy agency requirements.

This Notice of Intent is not a request for competitive proposals. This is not a solicitation or request for offers. No solicitation package is available and telephone requests will not be honored. Responses to this notice must be received by 10:00 EST on 13 September 2023. Any response to this notice must show clear and convicting evidence that competition would be advantageous to the Government. Informationreceived will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed purchase order based upon response to this notice is solely within the discretion of the Government. No reimbursement for any cost connected with providing capability information will be provided.
