Construct B-21 Phase Maintenance Hangar, Ellsworth Air Force Base (AFB), South Dakota (SD)
At an estimated date of 18 October, this office will issue a bifurcated solicitation for Construction of B-21 Phase Maintenance Hangar, Ellsworth Air Force Base, South Dakota. This solicitation will use trade-off source selection procedures under the Best-value continuum.
Volume I Proposals will be tentatively due on 30 November 2023.
Total construction is expected to last 1100 days.
The award type is anticipated to be firm-fixed price (FFP).
No amount is to be charged for solicitation documents.
This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION.
The construction acquisition method is design-bid-build (construction).
Project Description:
This project will construct a new +/- 80,000 SF two-bay hangar facility and associated airfield apron, site features, utilities, and infrastructure for maintenance of the emerging B-21 airframe.
The project will comply with all applicable DoD, Air Force, and base design standards. The Contractor must design facilities as permanent construction in accordance with the DoD Unified Facilities Criteria (UFC) 1-200-01, "General Building Requirements" and UFC 1-200-02, "High Performance and Sustainable Building Requirements." This project will comply with DoD antiterrorism/force protection requirements per UFC 4-010-01, "DoD Minimum Antiterrorism Standards for Buildings" and include cybersecurity measures per UFC 4-010-06, "Cybersecurity of Facility-Related Control Systems."
The Contractor will be required to commence work within 10 days after Notice to Proceed (NTP) and complete the work within 1100 calendar days after receipt of NTP. Clauses will be included for Liquidated Damages in case of failure to complete the work in the time allowed. Performance and Payment Bonds will be required.
The magnitude of construction costs for this project is between $100,000,000 and $250,000,000.
