COMBINED SYNOPSIS/SOLICITATION Real Time Location Systems (RTLS) Asset Tracking (VA Long Beach) Brand name hardware, software, and services to implement the integrated CenTrak and Infor Location-Based Intelligence (LBI) Real Time Location System (RTLS) Asset Tracking (AT) solution at VA Long Beach Healthcare System. This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in Federal Acquisition Regulation Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and an additional solicitation will not be issued. Solicitation 36C10B23R0031 is issued as a Request for Proposal. In accordance with Federal Acquisition Regulation (FAR) 5.102(a)(6) and FAR 6.305(c) the brand name justification executed under the authority FAR 6.302-1(c)(1)(ii)(c) is attached to this posting.  All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-06 Solicitation will be issued as a total service-disabled Veteran-owned small business set-aside under NAICS code 541519 with associated business size standard of $34M. Notification also includes a redacted Justification For Other Than Full and Open Competition. See attached Solicitation, Section B.4 Price Schedule, for a list of line-item number(s) and items, quantities, and units of measure (including options). See Section B.5 Performance Work Statement of Solicitation for a description of requirements for the items to be performed. Dates and places of delivery and acceptance are listed in the Price Schedule of Solicitation. The provision at 52.212-1, Instructions to Offerors Commercial Products and Commercial Services and Solicitation Provision E15, Proposal Submission Instructions applies to this acquisition. The provision at E.13, Basis for Award which includes the specific evaluation criteria to be used for this acquisition. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications -- Commercial Products and Commercial Services . Offerors shall provide a signed copy of the certification required by VAAR 852.219-75.
