ANNOUNCEMENT. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone
calls will be accepted requesting a bid package or solicitation. To protect the procurement integrity of any future procurement (if any) that may arise from this announcement,
information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Veterans Affairs (VA) Network Contracting Office (NCO) 17 is
conducting market research of industry to identify potential Service-Disabled Veteran-Owned Small Businesses (SDVOSB) firms and determine why bids were not received in response to
Solicitation 36C25723B0033. The solicitation was for Renovate Dallas Medical Inpatient Unit for Patient Privacy and COVID-19, Project 549-20-222, Dallas VAMC, Dallas, TX 75216. The
invitation for bids (IFB) was cancelled in accordance with Federal Acquisition Regulation (FAR) 14.404-1(c)(6) and Veterans Affairs Acquisition Manual (VAAM) 814.404-1. IFB was issued and
published to SAM.gov on April 20, 2023. Amendment 0001 was issued on May 6, 2023. Amendment 0002 was issued on May 7, 2023. Amendment 0003 was issued on May 9, 2023. Amendment 0004 was
issued on May 15, 2023. The NAICS code for this contract is 236220 and the size standard is $45M. The magnitude was and is between $10,000,000 and $20,000,000 in accordance with (IAW)
Veterans Affairs Acquisition Regulation (VAAR) 836.204(h)(1). Acquisitions and contractual commitments can only be made by Government officials having expressed authority to enter into
such agreements on behalf of the United States Government. The only Government officials with such authority are Warranted Contracting Officials. Any discussions of procurement
requirements do not constitute contractual direction or authorization of any kind. Future contractual directions, if any, shall only come from the cognizant Department of Veterans Affairs
Warranted Contracting Officer. All interested firms shall: Have NAICS 236220 - Commercial and Institutional Building Construction, as an approved NAICS code. Be an SDVOSB. Any responses
from non-SDVOSBs will likely not be reviewed. The information received will be used within the VA to facilitate the decision-making process and will not be disclosed outside of the
agency. A decision may be made whether to issue a solicitation as a competitive set-aside for 100% Small Businesses or SDVOSBs. The number and results of the responses will help in
determining the VA s determination to keep this requirement as a competitive 100% SDVOSB Set-Aside or as a competitive 100% Small Business Set-Aside. Further, a determination whether to
re-issue an IFB or request for proposal (RFP) should be issued.  Please limit your response to ten (10) pages or less.  Completed questionnaires shall be submitted to
