Synopsis:

This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 “Synopses of Proposed Contract Actions”

US Army Corps of Engineers, Portland District intends to negotiate/award a sole-source contract with Campbell Scientific. The purpose of this requirement is acquire the necessary equipment for the Navigation Lock Gate Three Load Cells to communicate with the Navlock control network. The statutory authority for this non-competitive acquisition is FAR 13.106- 1(b)(1)(i) as implemented by FAR 6.302-1 and DFARS 206.302-1, Only one responsible source and no other services will satisfy agency requirements.

A SOLICITATION WILL NOT BE POSTED.
The Government intends to proceed with this sole source action. The NAICS code is 334513 – Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables The size standard as defined by the U.S. Small Business Administration is 750 employees.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 2:00 PM Pacific Time on September 07, 2023, an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
